States and hospitals aren't just counting on the federal government for personal protective equipment. They're wading into the import business themselves, sourcing their own supplies from China.

US states and hospitals go their own way to reach out to manufacturerers in China are at their own risk, they are not business people and know little about international trade, not all manufacturerers in China are licensed to make medical supplies.
