US seeks more liberal access for warships

NEW DELHI, APR 18 (PTI)

United States has sought more "liberal access" for its warships to Indian Naval bases and facilities.

The proposal figured prominently in talks between the visiting US Chief of Naval Operations Admiral Michael G Mullen and top Indian Naval brass.

"We have mooted for more free access for our warships and warplanes" Mullen told newsmen after his meeting with his Indian counterpart Admiral Suressh Mehta. At present, US warships are cleared for entry into Indian ports on case by case basis.

"The proposal which would be on reciprocal basis is still under dialogue", he said.

Mullen said US was desirous of expanding cooperation with Indian Navy on equipment supply also along with holding of joint exercises and exchange of personnel.

"We are interested in selling our Naval fighters, equipment, radars and other systems to India", he said adding that he visualised in near future the two countries also collaborating on building of future aircraft carriers for the Indian Navy.

He said that the two navies had graduated to put in place cross postings of personnel besides sending officers to each others staff colleges. "We have already started training Indian Naval fighter pilots and a batch of 32 pilots is about to finish their course at US war training colleges.

Asked if the US had also proposed attaching Indian Naval warships to its flotilla on crucial visit and war games abroad, Mullen said the idea had not come up for discussion.

Stating that the two navies had reached "comfort level" in a series of joint exercises held so far, Mullen said in recent trilateral US, India and Japan in the Pacific Ocean many new concepts of operating together had been validated.

He said in his discussions today at South Block one of the Main issues that had figured was to boost cooperation in equipment supply. In this connection, he said Indian Navy would receive the US ship landing vessel Trenton by May 26.

Mullen would call on the Defence Minister A K Antony tomorrow and also hold discussions with Army Chief J J Singh, Air Chief Fali H Major and Defence Secretary Shekar Dutt.

Welcoming India's growing peace initiatives with China, Mullen when asked about reports of Chinese buildup said Washington had opposition to China's national interest oriented military growth.

However, he said Beijing needed to be transparent about its strategic intent. "We have noticed recent moves by China to shift focus from ground forces to building up its air and Naval capability. In developing strategic weapons Beijing needs to be more transparent in intent".

NEW DELHI: With India still wary of openly joining the controversial Proliferation Security Initiative (PSI), which seeks to aggressively "interdict" suspicious ships on the high seas, US now wants India to hop onto its "Thousand-Ship Navy" (TSN) bandwagon.

Visiting US chief of naval operations Admiral Michael G Mullen discussed the still-evolving TSN concept - which basically involves navies of like-minded countries coming together to enhance security on the high seas - with Navy chief Admiral Sureesh Mehta and others over the last two days.

"There was a very positive response on TSN from Indian Navy, which in fact wanted to figure out a way to implement it faster," said Admiral Mullen on Wednesday. The Indian Navy, which has practised maritime interdiction and counter-terrorism manoeuvres with US Navy over the last five years, is certainly "warm" to the TSN idea. But it will require "political clearance," said a top Indian Navy officer.

"As opposed to PSI, TSN is more of a cooperative arrangement against non-state actors like terrorists or for benign operations like tsunami relief. It's workable since it will just require the different navies to be networked on one common information grid. But we are not saying 'yes' or 'no' at present," he added.

On a purely bilateral front, India and US are already finalising a Maritime Cooperation Framework (MCF) to enhance maritime security, prevent piracy and other transactional crimes at sea, and address emergent threats.

"Admiral Mullen's visit provided apex-level guidance in the actualisation of MCF," the officer said. The US is also keen to get more "access and berthing" at Indian naval bases.

After the suicide bombing attack on its destroyer USS Cole at Aden in 2000 and the horrific 9/11 terror strikes in 2001, the US has been promoting steps like the PSI and Container Security Initiative the world over. Despite having the world's most powerful Navy, with over a dozen aircraft carrier battle groups deployed around the globe, the US clearly recognises that it alone cannot ensure maritime security.

But initiatives like PSI have not found favour with several countries because it intends to waylay ships carrying WMDs or illicit weapons of not only terrorist groups but also "countries of proliferation concern" (read Iran and North Korea for the US), well outside the ambit of the UN charter.

Admiral Mullen, on his part, took pains to dispel notions that the TSN concept was PSI through the backdoor. "It has some PSI similarities but it is not PSI," he said.

"TSN is just a brand name. It can involve 500, 1,000 or even 10,000 ships, with different navies and coast guards forming a voluntary global partnership to tackle maritime challenges like WMDs, gun-running, piracy, illegal emigration and slavery. We have to work together against threats like terrorism," he added.

He has no problems. Russia is welcoming India joining the mainstream nuclear and political theatres because of the United States. It gives Russia a more powerful ally, and one with increased influence.

They donot however appreciate India diversifying its defence requirements from other suppliers.

very slow and very careful movement in Indian foreign policy toward US and Europe. And slowly moving away from Russia..Atleast US friendship bring jobs and economic properity in India...

There was an 'exclusive' in TIMES NOW today.

Said US seeked access for Nuclear powered ships in India. Currently, their ships are granted access on conditional basis only.

These are just port berths, which means the crew is out for a day, will enjoy the city and will return back the next day.

Times Now did a **** little report saying this might mean "defacto" military bases in India. The defence correspondent started laughing when this suggestion was made by the newsdesk.
