The United States has ruled out any special waiver for India from its sanctions if it buys new weapons from Russia.

Speaking at a forum in Washington, Pentagon Official Randall Schriver said prospect of India buying missile system is troubling for a lot of reasons and no waiver for it can be assured.
India intends to procure new systems from Russia, including its S-400 long-range, surface-to-air missile system.

Under current US rules, third countries could face sanctions if they transact with Russian defense or intelligence sectors.

Wherever S-400 comes it irks US...seems to be good enough to gave US shivers...

In my opinion there are two sides of S-400 for US. Firstly, capability of system even it proves to be capable to deliver close to claimed performance parameters; indeed it is a good shield against enemy assets. Secondly, a weapon system is more of a diplomatic influence especially when it is sold to countries such as South Asian. US threatens every single nation out there whosoever, may change its direction or adopt independent policy which is actually a threat to US influence. Therefore, a capable system and then the loss of diplomatic influence combined, are fears that US has to pressurize others to deny any purchase. There are technical reasons as we learnt in case of Turkey where US/NATO expressed reservations over induction of S-400 which in other words, may risk security breach due to integration of Russian weapon.

That is why it is a golden opportunity for Pakistan to get S-400. USA is in no position to dictate Pakistan. It has severed all relations already from stopping military aid to sponsoring terrorism in Pakistan and even ending the military training (which gave me an immense pleasure as we will not get any moles in future).
So Pakistani establishment should go S-400. HQ-9 is no where closer in capabilities of S-400.

1)funds
2)russia won't sell us s400

Both Pompeo and Mattis are seeing our defence minister to clear the decks on US sales to India after he has "advised" your PM in not using terror as a tool.

By the way neither Pompeo or Mattis will be seeing our PM. We are not US flunkies who roll out the red carpet for any Tom Dick and Harry that is passing through to grant them access to our PM.
