US Names Jamaat-ud-Dawa as Terror Outfit, Sanctions Two Lashkar Leaders

Washington: Tightening its noose around the Lashkar-e-Taiba (LeT), the US on Wednesday added its affiliates, including the Jamaat-ud-Dawa (JuD), to its list of designated terror organisations and slapped sanctions against two Pakistan-based LeT leaders.

The US State Department has amended Lashkar-e-Taiba's designations to add the aliases: Jamaat-ud-Dawa, Al-Anfal Trust, Tehrik-e-Hurmat-e-Rasool and Tehrik-e-Tahafuz Qibla Awwal, an official statement said.

Simultaneously, the Department of the Treasury targeted the financial and leadership networks of LeT by designating Nazir Ahmad Chaudhry (Ahmad) and Muhammad Hussein Gill as Specially Designated Global Terrorists (SDGTs).

Ahmad and Gill are being designated for acting for or on behalf of LeT, a terrorist organisation based in Pakistan.

Treasury and the Department of State have designated 22 individuals and four entities associated with LeT.

"In targeting Lashkar-e-Taiba leadership, today's (Wednesday) action demonstrates our unrelenting commitment to combating terrorism by disrupting terrorist groups' financial activities," said the Under Secretary of Treasury for Terrorism and Financial Intelligence David S Cohen.

"We will continue to target LeT's financial foundation to disrupt and impede its violent activities," he added.

The LeT was responsible for the deadly November 2008 terrorist attack in Mumbai that claimed 166 lives and injured more than 300.

The group's leader Hafiz Saeed is also a designated terrorist leader.

Ahmad has been a senior leader of the LeT since the early 2000 and has served as its vice-president, member of the group's central leadership and as close aide of its leader Muhammad Saeed.

Ahmad directed the group's public relations department for at least ten years and as of 2012 was the head of LeT's information wing.

Ahmad has also been a key strategist for the group and has been involved in LeT operational finance matters.

Gill is a senior LeT shura member and was a LeT founder.

He has been an accountant for LeT for more than ten years and has served as its chief financial officer and headed its accounts department for several years.

He also has served in LeT's revenue wing and has maintained its expense records.

"As a result of today's (Wednesday) action, all property and interests in the United States or in the possession or control of US persons in which Ahmad and Gill have an interest are blocked and US persons are prohibited from engaging in transactions with them," the Treasury said.

WASHINGTON: The United States on Wednesday declared two Lashkar-e-Tayyiba leaders — Nazir Ahmad Chaudhry and Muhammad Hussein Gill — specially designated global terrorists, an action which increases pressure on Pakistan to take punitive action against the group.

A statement issued by the US Department of Treasury said Mr Chaudhry and Mr Gill were being designated for acting for, or on behalf of, LeT, “a terrorist organisation based in Pakistan”.

Treasury and the US Department of State have so far designated as terrorist 22 individuals and four entities associated with LeT.

The State Department also maintained LeT’s designation as a Foreign Terrorist Organisat-ion and added the following aliases to its listing of LeT: Jama’at-ud-Dawa, Al-Anfal Trust, Tehrik-i-Hurmat-i-Rasool, and Tehrik-i-Tahafuz Qibla Awwal. The State Departm-ent originally designated LT as an FTO in December 2001, and the group was added to the United Nations’ terrorists sanctions list in 2005.

“In targeting Lashkar-e-Tayyiba leadership, today’s action demonstrates our unrelenting commitment to combating terrorism by disrupting terrorist groups’ financial activities,” said US Under Secretary for Terrorism and Financial Intelligence David S. The Department of Treasury said that LeT was responsible for the November 2008 terrorist attack in Mumbai which killed nearly 200 people. The group’s leader is Hafiz Muhammad Saeed, who is listed under UN Security Council Resolution 1267.

The notification stated that Mr Chaudhry had been an LeT senior leader since the early 2000s and has served as LeT vice-president, member of the group’s central leadership, and as close aide of LeT’s overall leader Muhammad Saeed. Mr Chaudhry directed the group’s public relations department for at least 10 years and, as of 2012, was the head of LeT’s information wing. Mr Chaudhry has also been a key strategist for the group and has been involved in LeT operational finance matters.

Mr Gill is identified as a senior LeT shura member and as one of its founders.

He has been an accountant for LeT for more than 10 years and more specifically, has served as LeT’s chief financial officer and headed LeT’s accounts department for several years. He also has served in LeT’s revenue wing and has maintained LeT’s expense records.

As a result of Wednesday’s action, all property and interests in the United States or in the possession or control of US persons in which Mr Chaudhry and Mr Gill have an interest are blocked, and US persons are prohibited from engaging in transactions with them.

There will come a time, when that too will happen..just like Americans came and got OBL and major Pakistani cities will be bombed(just like its outskirts are being bombed), because Pakistanis choose to let terrorist roam freely in them.

Pakistan government since musharraf is controlling these guys .. may be they are not acing against them .. but they sure did stop them from doing anythng ... Now if u kill both the leaders .. what will u achieve .. they organisations are like Cmulti national company ... one will go other will take over ... like osama died .. did alqeeda died with it?? NO, they spread in the whole region ... Now there is two sensible option .. hire someone from here to do it ... they roam around openly in public .. it should be that hard .. or keep gud relation with Pakistan .. they will keep on the leash .. make sure they can bark once in a while but cant do anythng ..

Well i personally think Pakistan wasnt aware of Osama .. 7 million Afghans live in our city , when ever there is war, they pour right in Pakistan .. so it is hard to check every one coming .. specially when u dont have a sealed border ... many TTp guys live in major cities and fight against army as well ... As far as LET goes .. they have successfully created a Gud will in Pakistan .. they are considered the Mujahids who fight against Indian troops in kashmir .. may be they are terrorist for Inida but not for the local population

It is true, that when ever a terrorist is assassinated by a targeted strike, is replaced by another and usually a more ruthless leader..but that has not stopped Israelis or even Americans from it. From your own country's example, two of your TTP heads and many sub commanders have been assassinated... they have a new leader today, but TTP is a shadow of what it used to be couple of years back...Al Qaida is almost finished.
These targeted strike, take time and a need to keep up constant pressure but they do take their toll on these terrorist outfits.(afterall every one fears death, even terrorists)

All Musharraf did was, reduce their state funding..there are still many sympathizers for LeT with in Pakistani establishment, who continue fund and provide them with targets...afterall you can not successfully control a terrorist organisation by completely cutting it loose.

There was a time, when these Taliban guys(which now forn TTP) were also considered as Mujahids, when they were combating the evil soviets in Afghanistan..today they are considered the scourge of Pakistan.

Pakistani love affair with LeT is bound to end the same way..afterall who could have predicted 9/11 and Pakistan being forced to choose sides against Jihadi forces(which it had created and nurtured) on its western borders.

What Musharraf did was a disaster not Army is trying win more groups with us and fight those who are not ready for peace at any cost and many of them are funded by RAW but Army is trying to win those who are angry because of what betrayal was done by Musharraf
