India has a very well developed nuclear R&D facilities. We have developed our own nuclear reactors, related technologies and safety systems. Our active participation in ITER and other related project are good examples of that.

The primaface is that the nuke deal will pretty much free up the domestic fuel to be used in civilian reactors under safe guard. Which means these countries whoever selling fuel to India are virtually making fuel available for mil program.

Interesting thing now is, Both NPCL and SFG has got money and BARC has the technology.Literally translates to building of as many reactors as we want.Once the PFBR goes critical and proving the viability for scaling upto 1000MWe that would be the India`s answer to its enemies.

I believe its a major taboo to test nuclear weapons with or without membership to any of these organization. In most western democracies, there are elements in the government that will scream for sanctions whenever a country like India test nuclear weapons. Its certain that any sovereign country can test a nuclear weapon. But with the composition of the US government today, I doubt US would even be able to develop nuclear weapon if it have none today.
