US makes an offer to Turkey for the sale of Patriot missiles

The United States has formally made an offer to Turkey for the sale of multibillion dollar Patriot air defense systems, the Anadolu Agency has reported, in a bid to increase its pressure on the latter’s purchase of Russian-made S-400 systems.

The Agency, citing officials, informed that a U.S. delegation is holding talks with their counterparts at the Defense Industry, Foreign Ministry and Defense Ministry. It said the U.S. delegation submitted the offerfor the sale of Patriots to Turkey but did not give details on the offer.

The move comes after the U.S. State Department approved on Dec. 18 a possible foreign military sale of the Patriot air and missile defense system to Turkey for an estimated total of $3.5 billion.

According to the Defense Security Cooperation Agency, the State Department approved the sale of 80 Patriot MIM-104E Guidance Enhanced Missiles (GEM-T) missiles, 60 PAC-3 Missile Segment Enhancement (MSE) missiles and associated equipment.

It also had notified the U.S. Congress on the sale.

Turkey had conveyed its interest in purchasing the Patriot systems to the U.S. in September 2017 but it had to wait 15 months to receive a positive response.

Turkey says it would buy Patriot systems from the U.S. but not on the condition of cancelling the S-400 systems from Russia.

Turkish diplomatic sources say Turkey’s chances to drop S-400s was “zero”, in an indication that it will never link its trade with Russia on defense industry with the U.S.

The U.S., however, urges Turkey that the purchase of the S-400s will endanger the flight safety of F-35 aircrafts. Known as stealth fighters, F-35s are believed to be the most sophisticated aircrafts. Turkeywants to renew its aircraft fleets with the F-35s as the first two fighters are believed to be deployed to a Turkish base in the third quarter of this year.

Turkey says it will take all precautions and will develop own software in using the S-400s so that F-35s or any other NATO equipment will not be negatively affected.

Turkey’s criteria in selecting which air defense system it will purchase are its cost and technology transfer.

Is this not highly irrelevant, given the fact that Russia has already started training Turkish officers in handling the S-400 system?

as far as I know, Italy-France-Turkey joint venture is still in the conceptual stage. Local systems are not yet ready. Turkey urgently needs 4 battalions. The first S400 battalion will arrive in 2019. The envisaged range for the second is 2020-21. It was a surprise that the US Senate approved this sale. It has been delayed since 2007. If you ask my personal opinion, it's a political pressure move.

if we have both + eurosam turkish joint missle + hisar family than we will have a deep and good ground based anti missle/air capability

and now we need something like akkor for buildings

Turkey should ask for full TOT including missiles .

Seems like Turkey is about to get both systems,while continuing to work on their own,together with Eurosam.Good strategy...
In fact technically very bad choice. It is impossible to integrate these systems with one another (Nato / non-Nato standards, and information security) and create an umbrella of common defense. Completely different documentation and training processes. Totally different logistics planning. And all this cost for almost independent, single systems.

But geopolitically, it will have some benefits. The existence of the S400 is a deterrent for those who do not follow the spirit of alliance.

However, SIPER and HISAR-U systems will be provide a final solution.

If they get S400, they won’t get F35 nor Patriots.
If they walk away from S400 they’ll get Patriots, F35 and in the future EuroSam.
But Erdogan being a genius that he is, got himself in this self-made mess and has no idea how to get out of it.

They already started receiving F 35 and are about to get two more by March this year,this Patriot offer was done despite the fact that US knows very well that S 400 deal is pretty much impossible to cancel at this stage.Not to mention it comes in a time when Turks themselves have stated that two batteries of S 400 are not enough for their needs and they will probably order additional long range systems.
Eurosam deal has nothing to do with S 400 or F 35 deals and will continue regardless since it is partial TOT and not a purchase of the system.
