The big major difference is,Mr. Modiji has not been convicted by any court of LAW in India while Hafiz Saeed is a convicted UN terrorist with a bouty on his head. U must understand A person is guilty in India unless he is convicted by any court unlike Pakistan where judges seek asylum in foregin countries due to threats from extremists and hardliners

Modi used to say all sort of stuff as well, before this fundamentalist was elected PM by thumping majority of Indians..
