Trump will not cancel the deal. Helicopters are being made in US, providing Americans with jobs. Whatever his deal with Pakistan, it's not in his interests to cancel such a deal. Plus, Pakistan is paying for it with its own funds.

Mostly ancillary products. The EAR sanctions apply to a lot of nations. But the number of middle men(and countries) that come in the purchasiing process are so many that the EAR regulations are only good until the items leave a US port.

For e.g.
On paper the US does not sell to Iran and US ports enforce it. But despite our best effort, all one has to do is have the items set up for shipment to Dubai and then they are in Iran.

Several companies now require a end user certificate on a letterhead to verify that the items are going where they are going; but as such that is basically protecting their own necks. It is pretty easy to forge these and even use e-mail systems to create a new system.
