ISLAMABAD (January 13, 2011) : Pakistan is facing problems in arranging funds for much-trumpeted Bhasha dam hydropower project as the Untied States, following multinational financial agencies such as the World Bank, has declined Pakistan's call for funds for this key project and help it plug growing power shortfall.

Sources in the Planning Commission told Business Recorder that the US has flatly rejected Pakistan's request for funds and instead asked Islamabad to focus on small projects for enhancing its power projection to meet growing demand. After a negative response from the World Bank for providing finances to Pakistan to help build Basha dam as it was Pakistan's only mega hydropower project for which the government of Pakistan has already completed the paper work, the US was seen as a possible fund supplier and on the same ground a formal request for funding was made to Obama administration but the answer from it was not encouraging. Negative US response in terms of raising funds for Basha dam has put Pakistan into a difficult situation.

According to the officials of the Planning Commission, the government does have any other alternative to approach for raising funds for Basha dam. However they do confirm that despite negative response to its efforts made so far for raising funds for Basha dam, the government of Pakistan was working on the project. "We have no other option but to keep on pushing Basha dam project ahead as per its original plan as the ideal project in terms of its cost and completion period," the official said.

Pakistan is facing acute power shortfall for last many years and at the same time its consumers are faced with a hard time wherein they do not have electricity for hours in a day but they are forced to pay higher rates of electricity. Pakistani energy experts are of the view that imbalance in Pakistan's power mix was a basic reason of high tariff despite longer power outages throughout the year.

They advocate more power generation from hydro source to correct energy mix and ensure cheaper electricity to consumers. For it Basha dam with a capacity to produce 4500 MW electricity is single hope of the government. As per original design, Basha dam needs roughly $8 billion which is comparatively less than any other hydropower project of such a huge capacity and it can be completed in four to five years again much less time required to complete such a project.

The experts are of the opinion that Basha dam project like many others is a victim of international politics. They refer the World Bank's decline for Pakistan's request for funding this project in support of their arguments. The World Bank is not ready to fund Basha dam on the ground that it is located in a controversial territory.

It could be indian pressure. As india has always maintained this project as illegal as it is situated in NA.Only country that can complete this project is china.

You could be right but somehow I can't imagine that the US would go to such lengths to appease India.

Yes we don't need US support.. our begger government is MFGD begging to fill their own personal accounts. Pakistan has billions of dollars of Gold and Trillions of dollars of coal.. little bit of management and this 50billions debt will be history.

But its indeed great to know US is not supporting us for crucial projects

The US tried to block the steel plant to Pakistan for 2 decades and we managed to build the Pakistan Steel Mills. US did try to stop our defence projects but they all went ahead. US did try to stop our nuclear program and that went ahead. Basha Dam will and should go ahead.

The more energy we have the vibrant the ecnomics of Pakistan will be. We want trade and not aid and the US needs to get it thru their skull sooner or later.

Well, US doesn't favor Pakistan's developments. A Strong future Rising Pakistan which US doesn't want to see it.

…the Kajaki Dam, the principal source of electricity in southern Afghanistan.

The US is already committed to helping fund this southern Afghanistan new hydro power/dam project.

It seems logical to me that if Pakistan would help secure and keep secure, as in permamently the N. Balochistan area of Pakistan and move more troops from the Indian border to the wild unattended to properly Afghan border that perhaps both the World Bank and the USA might work out loan, not outright gift terms, to fund the dam which Pakistan wants.

In February 2007, the Kajakai Dam was the subject of fighting between NATO and Taliban insurgents, as part of the so-called Operation Kryptonite.[5] According to Helmand governor, Assadullah Wafa, over 700 Taliban insurgents (including Pakistanis, Chechens and Uzbeks) coming from neighbouring Pakistan fought against over 300 NATO troops.[6] Most of the NATO troops were Dutch and British. The number of casualties mentioned varies. The Taliban intend to destroy the dam.

Taliban briefly stopped the flow of water to Iran when the latter threatened to attack in retaliation for the killing of Iranians who were claimed to be diplomats in Mazari Sharif when the Taliban retook the city from the Northern Alliance the second time. During that time Helmand valley was going through a five year drought. As a result, Iran's famous Hamoun lake dried up as did other regional pastures, leading to the death of flora, fauna, cattle and birds in the Sistan and Baluchistan province of Iran.[2]

Now let's summarize. WE should fund an 8 billion dollar hydro dam in Pakistan which area is harboring very many Taliban terrorists who run over into Afghanistan to try to destroy the Kahaki Dam. Now doesn't the World Bank and USA reluctance to finance hydro power for Taliban terrorist safe havens in Pakistan make sense to you? It makes sense to me.

Pakistan has messed around with it's archaic Machivallean drama ever since 1947 to play all sides against the middle. Pakistan's Government and military have an obligation to the nation and to the world to keep law and order and security and stop backhanded on again off again NATO ally vs. supporter of terrorists damnable policies.
