US aid to be monitored by TI

Watchdog organisation globally known as its international stature, "coalition partners against global corruption" are reported to have noted seriously the government of Pakistans initiative maligning the organisation which has its unique stature and character and calling upon the countries to follow the principles of prudent governance and not corruption, however in case of ruling PPP and its Sindh provincial assembly led by Chief Minister Syed Qaim Ali Shah was vocal against the Transparency International. In DHA Islamabad, Karachi Port and unauthorised and illegal construction on container terminal at Clifton recreational beach Karachi and many other are the recent investigative reports by The Daily Mail which have drawn an unparallel reactions globally and nationally as people frustrated due to corruption and financial irregularities by the government ministries and departments in the current PPP rule led by Zardari-Gilani set up are the hall mark of corruption putting Pakistan further on the global map.

There are almost all the government departments and ministries who did not care for any rule of law and are minting money in sizeable magnitude; however there is no law for the international banks and organisations which also monitor the huge bank balances, deposits and purchase of assets through illicit money. According to the Transparency International among the developing countries, Pakistan and its people have very low perception as what is corruption and how one could avoid corruption oriented practices. The ranking in corruption has been high in recent years and the perception has been very low.
The international donor agencies and lending organisations have the credibility with them at a highest level for the officials of Transparency International. Even the US providing huge funds and aid has got involved the Transparency International's assistance for monitoring and vigilance over the use of funds and its disbursement. U.S. Agency for International Development (USAID) and Transparency International Pakistan (TIP) had signed a cooperative agreement on 22nd September 2010 at Islamabad for the Anti-Fraud Hotline" Project. Syed Adil Gilani has been designated as the Chief of Party for the five year period of the project.
The Anti Fraud Hotline in December 2010. The objective of the Project is to ensure Transparency and prevention of corruption. In the utilization of grant to be provided to Pakistan by USAID, including the US $ 7.5 billion of Kerry Lugar Bill.
TI Pakistan will the disseminate information in the areas and sectors, where USAID funds will be disbursed, through print and electronic media, billboards, flyers and posters, banners and pole mountings. Citizens and civil society organizations will be encouraged to report corruption and register their complaints direct through Anti-Fraud Hotline website or send it to TI Pakistan by email, phone, fax, mail by visit to Transparency International Pakistan office.
For Transparency and non discriminatory policy of USAID, all procurements will be open for national suppliers /consultants /contractors, and international suppliers/consultants/ contractors for specified procurements under the terms of the Grantee agreements. US NGOs procurements will be open to Pakistani as well as US suppliers/ consultants/ contractors and the UN agencies. All complaints will be uploaded on to the Anti-Fraud Hotline either by the complainant through web, or by TI Pakistan Staff dealing complaints. Each complaint will be automatically allotted a number if made through web, and given a number by TI Pakistan Staff, which will be in continuous serial.
Complainant will be sent mail in case email address is given, or informed through mail about the company registration and compliant tracking number. Complainant will be able to track the status of complaint through web, or contact TIP for the progress and result. Office of Inspector General USAID will conduct inquiry and investigation with regard to all complaints.
