Ukraine Seeks Stronger China Ties | The Diplomat

Ukraine’s ambassador to China on Friday pledged to deepen ties with Beijing under the new government in Kiev.

“The Ukrainian government has made its promise clearly. It will adhere to the documents signed by each side and implement the existing cooperation projects, in the hope of pushing mutual cooperation to a higher level,” Oleg Dyomin, Ukraine’s Ambassador to China, said Xinhua reported.

According the report, Dyomin also noted that the two sides had deepened their cooperation on a number of issues over the last few years, including an agreement last year to strengthen strategic ties. The ambassador also said that Ukraine and China have complimentary economies as Ukraine covets China’s modern technology while Beijing is interested in Ukraine’s agricultural products. In this way, Dyomin said that the new Ukrainian government hoped to play a role in Xi Jinping’s Silk Road Economic Belt initiative.

On May 25, Ukraine elected a new president, Petro Poroshenko. President Xi called Poroshenko to congratulate him, but not until Wednesday of this week, according to Xinhua. The report did not explain why President Xi had waited a week and a half before congratulating the new president. It’s possible Beijing wanted to confer with Russia on the issue, although Moscow immediately pledged to work with Poroshenko following his election last month.

Separately on Friday, Xinhua reported that President Xi will send a “special envoy” to Ukraine to attend Poroshenko’s inauguration on Saturday. According to the report, that special envoy will be Chinese Cultural Minister Cai Wu. Despite his current position, Cai, who is a member of the Communist Party’s Central Committee, has vast experience in international affairs, having served in senior positions in the Central Committee’s International Department. He has served as Xi’s special envoy to foreign leaders before, including last year when he met with Iranian President Hassan Rouhani soon after his election.

Before the toppling of the former Ukraine government in February, China and Ukraine had strengthened ties considerably over the past few years. This included former Chinese President Hu Jintao making a state visit to Ukraine in 2011, and former Ukraine President Viktor Yanukovych making state visits to China in 2010 and 2013. During the latter state visit, Yanukovych and President Xi signed a “treaty of friendly cooperation,” which established a strategic partnership between the two countries. Furthermore, as Gregory Moore noted last month, China has come to see Ukraine as an important source of military technology. Indeed, Beijing first aircraft carrier, Liaoning, is a refitted Ukraine carrier.

Its budding ties to Ukraine, along with its more developed ties to Russia, were two of the factors that led China to take a cautious position towards the events in Ukraine and Crimea this year. While leaning towards Russia, Beijing has mostly tried to downplay its role in the crisis. Above all, China has called for a political dialogue that resolves the outstanding issues peacefully and restores stability.

This increasingly looks like a real possibility. At events in France on Friday celebrating the 70th anniversary of the D-Day landing at Normandy, Russian President Vladimir Putin held bilateral talks with both U.S. President Barack Obama and incoming Ukraine President Poroshenko.

Should a resolution of sorts take hold in Eastern Europe, look toward China to renew its efforts to strengthen ties to Ukraine.



I welcome a stronger partnership between China and Ukraine. Ukraine is a key state that connects Europe to Asia. This year, Ukraine has gone through a lot of b*llshit: political agitation, color revolution/coup, collapse in relations with Russia, becoming the site of a proxy battle between Russia and the West. They need to drop the political theatre right now and focus on economic rebuilding. Before all this drama, we had a number of projects lined up for the Crimea and now we don't know if we can even follow through with them. But anyway, our cooperation should remain economic in nature and should not be politicized. If Ukraine hopes to detach us from Russia, they will be disappointed: Russia will remain our indispensable partner.

What China can help Ukraine, still economy investment and technology exchange.

China won't let Russia alone also will make friends with Ukraine new government. The Ukraine crisis is between Europe and Russia the Chinese is outsider, China just get our benefit from both sides in this conflict.

For example aircraft experts of Ukraine Antonov Design Bureau had come to China, including Antonov chief designer in China since Ukrainian and Russian abandon them, Chinese pay $$$ to import all from Ukraine to help Chinese transport aircraft design.

Ukraine - is a territory where you can buy on the cheap Soviet secrets and Soviet specialists who has less work at home every year. When southeast Ukraine become independent from Kiev, Soviet achievements sales ends. Soviet specialists and factories will work for Motherland.

We don't deny the achievement made by Soviet Union, so import some Soviet experts from Ukraine is good for China to learn design experience.

What China need isn't old Soviet weapon or equipment, Chinese seek for Soviet design experience and skills to improve our Made in China design quality.

BTW another good Soviet experience what Chinese is interest in, it's Russian nuclear submarine design. :lol: Design experience & skills can not be bought by Money, only by learning. :-)

@vostok How do u think if China provide warship's AESA radar tech (for 052C/D DDG) to exchange Russian nuclear submarine building tech ? Is it a good deal for both Russia and China ?

And I just said that in Ukraine one can cheaply hire Soviet specialists. But soon it will end - these people will again have job at home. In Crimea already started modernization of plants of defense industry. And it would be on the whole south-east of former Ukraine.

For Crimea & South-east Ukraine issue:
What's current situation in Russia, Do Russian really wanna separate half of Ukraine lands (South-east Ukraine) to Russian Federation ?
U knew after Cold War there'r many years ppl didn't see such case one nation take lands from other nations. It's not a good idea for Russia to push Ukrainian join NATO or lead to West/ Europe, yes Russian take lands but NATO threat directly at the front of ur door. I think it will be strategic risk to make Ukrainian brother as a new enemy for Russian, let these places independence much better than take lands and Russia can get the most benefit from a separated Ukraine, or the West will get the most.


For Navy tech exchange between Russia and China:
As far as i know China Navy still interest in Russia single hull sub building and pressurized water reactor for nuclear sub (more HP than China's).

What about Russia 677/Лада/拉达 AIP sub building plan now ? The news 2013 China government signed deal with Russia to import 4x 677 subs, 2x built in Russia and 2x built in China. It seems China provide AIP tech and Russia provide sub signal hull building tech to build new 677 AIP subs together for both Russia and China Navy. It will be a standard tech exchange project for Russia and China. But i hear the rumor Russian media said the 677/Лада/拉达 AIP sub closed, is that ture ?

Another tech exchange project it will be DDG's AESA radar system, after many years China type346 & type346A AESA radar tech is mature and used on many 052C/D DDGs, but it seems Russia new type11356 N.o22350 FFG's radar system met some problem.

Ukraine - an independent state, which is only 23 years old. Prior to this period the territory more than one thousand years were part of USSR / Russia / Rus' (exept period of Polish occupation). Until 1917, Ukrainians were officially called Little Russian, and considered part of the Russian nation (informally many think so even now). Therefore, attempts of corrupt puppets tear Ukraine away from Russia and integrate it into Europe and NATO are perceived by citizens of Ukraine (at least - half of Ukrainian citizens) as a direct betrayal. That is why the conflict erupted. Novorossia land were attached by Bolshevik government into the Ukrainian Soviet Republic in 1923 only, Crimea - in 1956. This was done without taking into account the views of local residents, although untill 1991 it did not matter, because there was no borders within USSR.
Thus, the desire of New Russian residents to get independence and an alliance with Russia - is lawful and fair.
Regarding technology - any technology exchange is welcomed, although I am sure that Russia can deveop ane technology on its own. And with the re-creation of the Eurasian Union scientific and tehnological might will only grow.

I'm sure both of us can develop the technology on our own. But if we exchange and collaborate on weak areas, we can help each other speed up the process. One of the reason the US military technology developed fast is due to collaboration with Western Europe. Of course, we will have to see how our leaders think about it.

For exchange of such sensitive technologies, we need to form a military-political alliance.

Shanghai Organization - a prototype of a possible future union, but not the union itself.
AIP for submarines will be ready in 2015-2016, and the first two Project 677 will finish with a diesel engine. In total to 2020 fleet plans to get 5 submarines of Project 677.
About the contract with China - I can not say exactly.

The Chinese news said last 2013.3 Xi visited Russia, both China and Russia governments signed the military agreement including will import 4x 677 subs from Russia, 2x built in Russia and 2x built in China. But the news didn't give delivery time, it will be tech exchange from Russia and China to build new 677 together.

I also didn't see any English news or news from Russia to say when will build 677 subs for China, so i doubt the news truth.

All I know is that anaerobic engine is ready for the years 2015-2016. And the first two boats will be completed without it, but they will be worked out the rest of the new generation technologies. And the next 3 Project 677 boats will be built from the outset under anaerobic engine.
Chinese 677 submarines will be equipped with Chinese AIP.
