In the field of intelligence, this is what we called "Capability Testing"
It's not about (they may do it for other department, I don't know, but I am talking about it as an Intelligence operative) trying to counter S-300, but whether or not we can deploy system like S-300 to fool the enemy.
Say in a radar screen, you have 8 S-300 system, now, what if I put my own system close to yours and that can generate the same EM Signature to a S-300 system and communicate with your S-300 system and fool your network into believe my system is just another or your S-300? Where in my own system, I can understand what you are doing to your system, like how and when to turn it on/off, or what kind of data packet coming thru the system, if I know this, I will know your CIC location, which mean I will know what I will need to shoot at first when I am in war with you.
A lot of information can be obtain thru capability testing. And you will not try to spoof newer system, because A.) They are harder to do, B.) They aren't that widespread, I mean, how many S-400 system Russia have as oppose to S-300 system? I will get more information by spoofing for S300 than try to spoof a S400.
