China on yellow alert for Typhoon Malakas

CHINA'S meteorological authority issued a yellow alert for Typhoon Malakas on Saturday, forecasting strong winds and heavy rain.

Malakas, the 16th typhoon in 2016, was observed 135 kilometers off Taiwan's east coast at 10 a.m. Saturday, bringing winds of up to 50 meters per second as it moved northwest, and it is expected to enter the East China Sea Saturday afternoon, the National Meteorological Center said.

Heavy rain will sweep parts of Zhejiang and Fujian provinces on the Chinese mainland as well as the central and north parts of Taiwan from Saturday to Sunday with up to 120 millimeters of rain expected, the center said.

Typhoon Malakas came hot on the heels of Typhoon Meranti, which has left at least 14 people dead and another 14 missing in southeast regions of China since it landed in Fujian Thursday morning.

China has a four-tier color-coded warning system for severe weather, with red the most serious, followed by orange, yellow and blue.

Typhoon Meranti causes extensive damage in East China

FUZHOU -- Typhoon Meranti made landfall in Xiang'an district of Xiamen City, East China's Fujian province, at 3:05 a.m. Thursday, with gales up to 48 meters per second.

The world's strongest typhoon so far this year has also been monitored as the strongest one hitting southern Fujian Province since the local meteorological records were kept in 1949.

The winds shattered windows on high buildings, causing disruption of tap water supplies in many communities in Xiamen.

"The winds and rain got extremely loud after 3 a.m. The cracking sound of windows and tree branches were also scary. The power went out in the shop for several times," said Su Binglin, a night-shift shop assistant at a 24-hour convenient store.

He said he had to use a metal plate to strengthen the shop door to prevent it from shattering. He also used boxes filled with mineral water to consolidate the plate.

At around 6 a.m., the winds abated. Streets in Xiamen are scattered with glass shards, broken tree branches and blown down billboards.

"It is so wretched. Many trees by road sides are fallen, and there are also pondings blocking traffic," said Hu Rong, a delivery man.

The Xiamen Power Supply Co. said that the typhoon has made severe damages to the power grid in Xiamen, causing mass blackout. The electricity supply was also disrupted in Xiamen's outlying islands. As the typhoon is further plowing inland, more damages of the power network are likely.

Thursday coincided with China's Mid-Autumn Festival, which gives a three-day public holiday. Schools and kindergartens in coastal cities of Fuzhou, Xiamen, Zhangzhou, Quanzhou and Putian in Fujian were closed Wednesday in precaution against the typhoon.

The railway authorities in Nanchang, east China's Jiangxi Province, announced Wednesday to cancel 144 trains that had been scheduled between Wednesday to Saturday to southern and eastern cities in an emergent response to the typhoon.

Typhoon Meranti leaves at least 14 dead

Typhoon Meranti, which landed in eastern China's Fujian Province Thursday morning, has left 14 people dead and another 14 missing.

Meranti, the strongest typhoon this year, made landfall in Xiamen at 3:05 a.m., with a maximum 15-grade wind force bringing extraordinary rainstorms. It has reportedly killed seven people in Fujian, six people in Zhejiang Province and one in Taiwan Province.

In Fujian, nine more people were missing. Some 331,000 people were forced to relocate and direct economic losses of 1.7 billion yuan (249 million U.S. dollars) were estimated in the province, according to the local government Friday.

Repair workers are busy restoring the power grid in Xiamen, as the typhoon cut off tap water supplies and caused a mass blackout in the city. The water supply in most areas had resumed by 8 p.m. Thursday.

As parts of the city's railway facilities were damaged, nine passenger trains were canceled, and the routes of 61 trains will be changed between Sept. 16 and 25.

The provincial government has so far allocated 60 million yuan in disaster relief for affected people.

The typhoon weakened to a tropical depression around 5 p.m. Thursday and moved northwards, bringing downpours to the provinces of Fujian, Zhejiang, Jiangxi, Jiangsu, Anhui and the city of Shanghai.

Zhejiang was particularly badly affected. As of 11 a.m. Friday, six people in the province were killed, with another five missing. More than 70,000 people were relocated, and 1.8 billion yuan in direct economic losses were caused, according to provincial authorities.

Over 600 rescuers are working in disaster-hit areas of Zhejiang.

Shanghai was also affected by Meranti and witnessed its heaviest downpour this year from Thursday night to Friday morning, with 400 millimeters of precipitation.

Coming hot on the heels of Meranti, Typhoon Malakas is likely to enter the East China Sea on Saturday.

Taiwan's meteorological agency issued land and sea warnings for Typhoon Malakas on Friday, and said the typhoon was bringing winds of up to 180 km per hour as it moved toward the island.

The meteorological bureau of Fujian forecasted that offshore fisheries in the province would be affected from Sept. 17 to 19.

Shanghai flood control headquarters also called on related departments and organizations to prepare for the approaching typhoon.

  据浙江省防指相关专家分析,14号台风灾害特点主要包含四点:一是降雨总量大。9月14日8时至16日16时,全省面雨量达到143毫米,26个站超过400毫米,其中台州黄岩区望春518毫米、乐清湖上洋站497毫米、瓯海犁头垟492毫米。

  二是降雨范围大。全省面雨量超过100毫米的面积达10.2万平方公里,基本覆盖全省,超过150毫米的面积达6.28万平方公里,占全省陆域面积的60%,超过200毫米的面积达4.45万平方公里,占全省陆域面积的40%以上。

  三是降雨强度大。全省1小时降雨量超过80毫米的有12站次,超过50毫米的有155个站次。3小时降雨量超过100毫米的有126个站点,超过80毫米的有315个站点。

  经省气候中心评估确认,泰顺泗溪镇洲路村站最大1小时雨量102.8毫米(15日12点),达百年一遇,雅阳镇中村站最大3小时雨量257.6毫米,超百年一遇。经省水文局监测,泰顺夏炉站最大3小时降雨量228.5毫米,超历史实测记录(历史记录为156.5毫米),达百年一遇。

  四是防范难度大。前期持续高温少雨,山体土壤干裂疏松,强降雨极易引发山体滑坡、泥石流等地质灾害。台风影响期间正值中秋小长假,又恰逢天文大潮和东海开渔,人员预警、转移避险、组织动员难度大。特别是温州泰顺等地,绝大部分是山区,山高坡陡,河短流急,地质地形条件复杂,农村房屋都依山伴溪建造,山洪地质灾害防范难度很大。

受强降雨影响,部分地区堤防受损,房屋倒塌,农田受淹,交通、电力、通信中断,损失较为严重。据各地已经上报数据,截至9月17日11时,温州市、金华市、台州市、丽水市等5个市、32个县(区)受灾,受灾人口151.42万人;倒塌房屋902间;农作物受灾面积75.17千公顷,多处公路、供电、通讯中断。因灾死亡10人,失踪4人。

  浙江省防指调研员李寿星表示,会同有关部门核查了解死亡失踪原因后发现,8起14人死亡失踪事件比较分散,分布在4个县的8个地方,最多一起3人;8起事件中6起为突发性强的地质灾害和山洪引起,其中1起泥石流、3起山体滑坡、2起小流域山洪,客观上防御难度大;另外个别村民自我保护意识不强导致遇险。

  目前14号台风“莫兰蒂”的影响逐渐减弱,救灾工作有序推进,16号台风“马勒卡”将于17日傍晚进入东海南部海域,浙江省防指于17日12时将防汛防台风应急响应提升为Ⅱ级,抗台防御工作同步开展。

FUZHOU - Typhoon Meranti has left 28 people dead and 15 others missing in the eastern Chinese provinces of Fujian and Zhejiang.

Meranti, the strongest typhoon to hit China this year, made landfall in Xiamen City, Fujian, Thursday morning. It was also the strongest typhoon to hit southern Fujian since 1949.

Fujian flood control authorities said Saturday that 18 people died and 11 others were missing in the province. The typhoon paralyzed several cities in the south of the province, including Xiamen, Quanzhou and Zhangzhou. Industrial production in the three cities were suspended.

More than 18,300 houses were damaged. Direct economic losses in Fujian were over 16.9 billion yuan (about 2.6 billion U.S. dollars).

Ten people died and four remain unaccounted for in neighboring Zhejiang after the typhoon brought heavy rainfall. Most casualties were caused by landslide and flashflood in the rural areas, Zhejiang provincial flood control headquarters said Saturday.

More than 902 houses collapsed and over 1.5 million people were affected, it said.

As Meranti waned, China's meteorological authorities issued a yellow alert for Typhoon Malakas on Saturday, forecasting strong winds and heavy rain.

Heavy rain will sweep parts of Zhejiang and Fujian, as well as central and northern parts of Taiwan from Saturday to Sunday, with up to 120 millimeters of rain expected, meteorological authorities said.

Typhoon Malakas is expected to bring gales, downpours and high tides to Zhejiang, wreaking further havoc after Meranti, provincial flood control said.

Close to 30,000 vessels in Zhejiang have been urged to stay at harbors.

China has a four-tier color-coded warning system for severe weather, with red the most serious, followed by orange, yellow and blue.
