It just means any Russian with Tor will be able to read Twitter if Russia blocks it. If you don't have Tor you are out of luck.

Glad Tor doesn't auto launch URL's that people don't want to go to. I never have to worry about ending up on the People's Republic of China government page and reading Chinese...but oh god I could..and that's horrible...it's a an unacceptable risk..my browser should be banned for everybody on the planet due to that!!!!
