PESHAWAR: Tehreek-e -Taliban Pakistan (TTP) welcomed Prime Minister Yousaf Raza Gilani’s statement regarding talks with militants on Monday.
Express 24/7 correspondent Iftikhar Firdous reported that TTP’s Maulvi Faqir Muhammed, deputy commander and commander-in-chief Bajaur, said that his group believes in peace and is ready for direct talks with the government, conditionally without any intermediaries.
Faqir also said that TTP did not want Khyber Pakhtunkhwa information minister Mian Iftikhar Hussain to be a part of the talks, without stating a particular reason.
He added that his group does not have any agenda against Pakistan, but only wanted imposition of Islamic law in the country.
Faqir also asked the government to revisit its relations with the US.
Earlier, at an All Parties Conference (APC) the nation’s top political and military leadership decided to hold peace talks with all militant groups, apparently including the TTP.
The TTP has been involved in a series of attacks in Pakistan since its formation in 2007 under Baitullah Mehsud. A FATA based militant outfit formed through the merging of different militant groups.
Recently, the group took responsibility for a suicide attack on CID top cop SSP Aslam since he had played a pivotal role in several arrests of TTP commanders in Karachi. They were also involved in the attack on PNS Mehran in May this year. and other security installations including the Frontier Constabulary training centre in Charsadda.
After Osama bin Laden’s killing by the US in a SEALs operation in Abbottabad in May, TTP threatened attacks against Western targets, saying “Our first enemy is Pakistan, then the US and after that, other Nato countries. Osama was our leader and America is the biggest terrorist.”
The following is a timeline of major attacks orchestrated by the TTP:
October 10, 2009: Ten terrorists dressed in army uniforms attacked the General Headquarters in Rawalpindi, resulting in the death of six army personnel. A Brigadier and a Lieutenant Colonel were among those killed in the attack claimed by the TTP.
December 4, 2009: At least 36 people were killed and 83 injured when six suicide bombers opened fire and hurled grenades at worshippers gathered inside the Parade Lane Mosque off Peshawar Road in Rawalpindi. All six suicide bombers were believed to have blown themselves up during the attack. The dead included a brigadier, a colonel, two lieutenant colonels, two majors, three soldiers and 17 children. The TTP had claimed the attack on the mosque.
April 3: A double suicide bomb attack outside a shrine in Punjab kills 50 people.
April 26, 2011: Twin blasts targeted two Pakistan Navy buses carrying officials in Karachi. The blast resulted in the death of four and 56 others were injured. The TTP once again claimed these attacks.
April 28, 2011: A bomb ripped through a Pakistan Navy bus near PNS Karsaz, resulting in the death of five people and injuring 13 others. TTP spokesman claimed the attack which killed four navy personnel.
May 20, 2011: The TTP attacked a US consulate convoy in an upscale neighbourhood of Peshawar, killing a passerby and wounding a dozen others.
May 21, 2011: A Taliban bomb attack on a Nato fuel tanker sparked an explosion that killed 15 people. The group has been involved is several such attacks on Nato supply vehicles in the Khyber Agency.
September 7, 2011: At least 26 people were killed and over 60 injured in two suicide attacks targeting the residence of the deputy chief of the paramilitary force responsible for the recent capture of three senior al Qaeda operatives in Quetta.

Saying on public they will talk to ttp and doing it is another thing, i don't think uncle sam will let them do it unless pakistan is really have taken the must and long awaited step of going away from u.s

Bad news if pakistan talks with them unconditionally. Talibans are the worst of human kind. This will give only short term benefits but in the long run this will have serious implications for the world specially for pakistan.

Will the TTP accept the current constitution of Pakistan agreed upon by all major political parties and therefore attempt to 'change the laws/constitution' through elections and the political process?

We saw what happened in Swat when the TTP were simply 'given' everything they asked for without disarming and disbanding their militias.

In my View first govt. of pakistan should clearly be decisive in going out of u.s wot and then ttp or any other outfit if doesnot accept the constitution we should go after them. There wil be many who will leave them i assume and who doesnot should be dealt with hardly. To me if pak govt. takes this step i m with them but first they should be sincere in leaving this wot

If they ( ttp ) wanna change anything leave the arms and come to parliment.

Indians if u.s and nato can negotiate with taliban why not us?

I think disarmament is the first issue that should be brought out on the table between the government and the TTP.

All the above mentioned are true. We also do know that the main resistance today to Pakistan Army is TTP as well.

But lets imagine for a moment that what if we bring them on the table and negotiate with them keeping in mind their previous track record. We will be able to achieve two important things. First we would be able to immediately stop the cross border terrorism. Secondly in this critical time we would also be able to buy some time and would be able to direct our resources into other matters as well. This will definitely put a titanic pressure on USA in Afghanistan as their main target from day one is the engagement of Pakistan army resources their man into different directions. But the question here is what Pakistan can offer to TTP as now they are mainly residing inside Afghanistan close to our border. Pakistan can ask them to disarm their man inside Pakistan and also ask them to stop their cross border attacks.In return Pakistan can give them the promise of not engaging them and their man in South Waziristan.

This ask will not be a bad option at all because Pakistan army is concentrated in Waziristan and they will remain there no matter what. So even if we assume that TTP will break their promise as they did in SWAT and increase their militia they will not be able to replicate that sort of thing this time because they are weak inside Pakistan and where they are weak Pakistan Army is already residing there. So any break of rules by them will immediately alarm us.

Just imagine what if dialogue with TTP gets successful and what if TTP will start to utilizes their resources against ISAF in Afghanistan that will definitely guarantee complete destruction of Coalition forces. Not only that Pakistan in that case will become an spectator eating its pop corn and enjoying the show.

If govt talks to these criminals , Then it will be betrayal of the jawans serving in the armed forces

and the brave shaheeds of the nation.

Are you saying Pakistan leaving the WoT is a precondition for TTP talks?

If the TTP is opposed to Pak's involvement in the WoT, there are legal and peaceful ways of expressing that disagreement. Terrorism against civilians and military personnel is not an option.
 
No talks with TTP.....they must be weakened into submission..the blood they've spilt is just far too high. Though i do believe that effective counter-insurgency will entail establishing talks with them at some point. For now, Pakistan's approach is that we will work with those who surrender their arms. No talks and no disengagement for those who continue to raise arms against the state.
 
There should be talks. Invite them to a pre-disclosed destination for talks. Once you have these snakes in one area just drop the greatest amount of high explosives possible on top of their heads. At the same time launch an offensive and take out what remains of their group. It worked for the kings of old, it could work for us.
 
No talks with TTP until they disarm themselves..

Following is the full text of the APC resolution:
1. On the invitation of Prime Minister Syed Yusaf Raza Gilani, the leaders of Pakistan’s political parties met in Islamabad on September 29, 2011 to consider issues relating to national security
2. The conference was briefed by Foreign Minister Ms. Hina Rabbani Khar and Director General ISI, Lt. Gen Ahmed Shuja Pasha on the security environment of the country and the regional situation.
3. After in-depth deliberations, leaders of all political parties unanimously resolved, as follows.
i. As a peace-loving country, Pakistan desires to establish and maintain friendly and cordial relations with all countries of the world on the basis of sovereign equality, mutual interest and respect.
ii. All Parties Conference recognized that there has to be a new direction and policy with a focus on peace and reconciliation. “Give peace a chance” must be the guiding central principle henceforth.
iii. Pakistan must initiate dialogue with a view to negotiating peace with our own people in the tribal areas and a proper mechanism for this be put in place.
iv. We need to further enhance our brotherly bilateral relations with Afghanistan at three levels on priority basis: government to government, institution to institution and people to people.
v. The APC recognized the sacrifices of the people and the Security Forces of Pakistan, especially the people of Khyber Pukhtunkhwa and tribal areas. The international community needs to recognize these tremendous sacrifices as well as the colossal magnitude of destruction in Pakistan.
vi. Pakistan can enhance its self-reliance comprehensively. Trade, not aid, should clearly be the way forward. We should also focus on internal economic and tax reforms as well as resource mobilization and the curbing of corruption.
vii. Defence of Pakistan’s sovereignty and its territorial integrity is a sacred duty which shall never be compromised.
viii. National interests are supreme and shall guide Pakistan’s policy and response to all challenges at all times.
ix. Pakistan shall continue to endeavor to promote stability and peace at the regional and global planes, in accordance with the principles of the Charter of the United Nations and international law.
x. All earlier unanimous resolutions of the Parliament, the recommendation of the Joint Parliamentary Committee on National Security must be implemented.
xi. APC rejected the recent assertions and baseless allegations made against Pakistan. Such assertions are without substance and derogatory to a partnership approach.
xii. The Pakistani nation affirms its full solidarity and support for the armed forces of Pakistan in defeating any threat to national security.
xiii. A Parliamentary Committee be formed to oversee the implementation of earlier resolutions as well as this Resolution and progress on the same be made public on monthly basis
