This tip is:
At least start a political wing, like the I.R.A. in Northern-Ireland did.
Then publish a website, that lists your enemies, the reasons why they're your adversaries (and stick to the ABSOLUTE TRUTH HERE), AND the demands of your entire organisation (the political/cowardly side and the militant/brave/assertive side). Have regular discussions on recent events in your territory/territories, and make public statements on your political wing's website about what and which concessions you want from your enemies.
Make this website in your local language, and in English, and keep the two versions truthfully synced.
Now the problem you'll face (as any large group will), is that you can't agree on what should go on the website. So keep what's on the website restricted to what you CAN agree on as a group. That way you don't make too many demands in the first rounds of negotiation.
I believe that to gain political objectives (such as a country free from foreign troops or western values spread by western movies), one must give the militant wing of one's forces practical objectives. Abduct a medium-to-high ranking military official of your enemies and use him as political leverage (without ever threatening his life or health, you just hold him as a political prisioner until he's died of old age if you have to), but not resort to random bombing (or rocket) violence against random un-influential civilians of the other side. Especially not when that other side is much better armed and highly likely to retain that technological edge until the sun reaches the moon (about 4 billion years from now if i'm not mistaken).
If you do this, Hamas, Hezbollah, AlQuada, Taliban, AlQuada in Yemen, AlQuada in Africa, then I'll help convince (try my utmost, and invest plenty of my time, more I can not do) the western governments to allow you to operate like an iceberg; the political non-violent spokes-men and -women as the tip of the iceberg that's visible, the militant sections of your organisations UNDER that. In an organogram sense of the word. Muslim militants, learn to operate under the control of "cowards"(of your own team of course) who take less risk and make less (serious) enemies while gaining your people what they REALLY want.
Evolve, muslim militants. I'd like to see muslim countries become:
(*) united (shia, sunni, other minorities)
(*) free from violence
(*) free from foreign invasion forces or military bases
(*) free from western "bikini values"
(*) less mideaval in their justice system (possible abolition of death penalty, abolition of chopping off of hands, no more stick beatings (and DEFINATELY no stonings) for "sexual" transgressions, abolishing all those things that make the muslim justice system seem unusually cruel and outdated and draconian)
(*) able to export the peaceful sections of Sharia law (banking/mortage law, for instance) to apply for muslims living in western countries, then uniting the "sandland" (upgraded and updated) muslim governments (also united with eachother, to an extent of course) with these muslims that live in western countries via a large web of political activists and lobbyists that operate on the principle "invite people to join the muslim faith but realize we live in an much-travelled world where one is likely to meet people of other faiths with other habits and values".
Internal Jihad, if I get the muslim faith correctly, is (also) about standing against the temptations that other cultures might bring into your range of options to try.
I believe I can teach the muslims on how to quite quickly and much more effectively than with violence, get the above list of goals accomplished. It's not a "buy 1-item, must buy entire cart" kinda deal. We can haggle too. And I'll allow muslim militants to have their army.
Now, if I may give this vast but hunted muslim militant army a single order by which they can re-unite their efforts AND try out a new strategy, one which I predict will yield them much better leverage than terrorism ever has, then it's this:
Train, don't invest in weapons but in video cameras and internet equipment, and look for opportunities to ABDUCT, not kill or harm, your opponents OFFICIALS, not their civilians.

I'm looking forward to your response, but know that much of what I write here and on other forums is immediately e-mailed (by me) to the CIA, NSA, Mossad, info@whitehouse.gov, and sometimes 1 or more selected governments (all political parties' email addresses that is) of NATO.
I do that, alQuada & allies, to stay out of trouble, be somewhat protected by NATO intel agencies, and make sure YOUR other diplomatic channels can work on the same peaceplan.
Peaceplans don't taste dirty you know. At least, not all of them :p
