The Indian project goes through high populated regions which means more time and money acquiring lands for the project. The Tibet HSR goes through mostly less populated lands. Would not be fair to compare the two projects.

Foreigners need to obtain permission to enter Tibet. Places close to the border may prohibit foreigners from approaching.
