The problem is that men there think that they can get away with it, so when there is no fear of consequences things like these occur. What India needs is to make the law extremely strict, i would take it as far as saying that death penalty should be introduced for all sexual assault cases. In my opinion, Abuse/harassment is about power. A small part of sexual abuse or harassment is the sexual desire, but a large part is having power over the other person. Dominating that other person. As cities grow rapidly, and diverse populations move into the cities, people who have not learned to control themselves will act out. These can be people from any background, but someone who is from the dominant population usually thinks they can get away with it. Education, rehabilitative enforcement of the law (depending on the severity of the crime), and developing the design of cities to prevent formation of isolated communities ripe for exploitation are the best ways to correct a culture of abuse.
