It's slightly darker olive color.

And it's punjab police, not army. They had those black shirt with khaki pants uniform but the leadership decided they needed an image overhaul so they came up with this butt-ugly color. Now they look like gardeners.

Well, they are tools of a fascist government, if that's what you are asking. The IDF has the distinction of enforcing racial apartheid. And they are good at what they do. Other than that, there is not much difference in how they are both viewed

The Punjab police is just another wing of GHQ, probably the most strategic tool of the establishment, they can brutally kill off anyone they fear will get in their way whether it be individuals/ groups (protestors), whilst the local government tends to be the one to face the public wrath.. they can take their cake and eat it too, bringing in the rangers or army is their last resort when things turn sour and they fear their illegitimate throne is in imminent danger.
