Eh, North Korea used to have a better economy than South Korea, Japan and China back in the 60s and a rather flourishing industry focusing on agriculture related productions and light industry such as textile, but after the collapse of USSR, it lost its fuel supplier and due to its position as a front-line state in the cold war era, it simply couldn't secure another source. As a result, Its industry collapsed quickly. In time of fuel shortage, rolling blackouts are pretty much the standard procedure, so it is not at all surprising.
 
North Korea needing to be subsidized to have a decent economy.
Not like South Korea and Japan have to import 90+% of it's fuel resources and raw materials either.
If North Korea had the means it could buy all the fuel it needs to keep it's economy booming.
Fact is NK had a headstart because of USSR/PRC that's it...
