Umm ... the Western Bloc, primarily constitutes the core countries which are formed that hysterical nut-job military alliance called NATO. Latin America, Central America, Africa and Asia are not part of the West.

Latin and Central Americas have been subjected to brutal economic oppression by the West, in order to dominate them so no other country around the world could forge any alliances or ties with them.

I think Latin America can be considered as part of the Western "civilizational sphere" but it is definitely not part of "The West".

There are several tiers in the West. The top elite tier are the Anglo nations. The US, UK, Canada, Australia, New Zealand. These nations dominate the cultural paradigm, narratives and agenda of the West.

The second tier are the well developed Northern European nations like Germany, Sweden, Norway, Netherlands and France, etc.

The third tier are the Southern European nations like Italy, Spain, Portugal, etc.

The rest are just on the periphery of the West. They may be part of the civilization by and large, many are racially mixed and are definitely not considered part of the "West" in terms of the in group.
