I do not consider former Soviet Union and East Germany part of western culture, I mean the current rotten culture which make people indisciplined, lazy and arrogant, who prefer dancing and partying than work, who accept adultery and single mom as normal. That is one of reason to make their students, with all rich investment in education, perform far worse than students from much poorer Vietnam, let alone Japanese, Chinese, Korean or Taiwanese.
