The real size of Pakistan's GDP

Pakistan is much richer than what it and the world believes it to be. Picking up on the theme with which I launched this series of articles last week I will today suggest how a short-cut could be taken towards developing a more robust system of national income accounting. Finance Minister Ishaq Dar and I met in Islamabad a few days ago to discuss the important subject of improving Pakistan’s data-gathering infrastructure. I suggested in this space last week that our policy makers are taking decisions in “statistical darkness.” Considerable amount of work needs to be done to admit light into the processes used to collect and analyse data on different aspects of the economy.



Pakistan could seek help to improve its system. It could, for instance request the World Bank that has considerable amount of expertise in this area to provide assistance. Over the years it has aided many countries that were faced with the same problem that Pakistan must deal with today. For instance, in the early 1990s, when I was Director of World Bank’s China Operations, I convinced Beijing to overhaul its system of national income accounting and come up with new estimates of the country’s gross domestic product and income per head of the population. The authorities agreed and we dispatched a team of experts to help Beijing improve the statistical system and work out the new numbers. This was done and the Bank’s work indicated that China had been underestimating its gross income by as much as 25 per cent. I believe that Pakistan is under-counting its GDP by the same order of magnitude.

Following our discussion, Minister Dar and I met with a team of experts from the Islamabad office of the World Bank. The officials endorsed our impression: Pakistan was perhaps under-estimating the size of its gross domestic product. Some of the methods the country was using and the surveys that collected the needed data were seriously outdated. But the Bank people believed that it would take about a year before the entire system could be over-hauled. Should we have to wait that long; is there a way of coming up with an order of magnitude about the size of the Pakistani economy? My view is that this could be done by using consumption data to roughly estimate the economy’s size. Good quality data are available on some of what the economy uses to produce the final product.

We know how much cement and steel are used, how much petrol and diesel are burnt every year, the quantities of food grains people consume. Converting these data into consumption per head of the population for these critical inputs would provide us with a number of coefficients that could be compared with those of the countries that are similarly situated as Pakistan. Using the data from India and Bangladesh, we could estimate the size of the Pakistani economy. Growth in consumption over time will also provide us with estimates of the rate of growth in GDP. A 25 per cent upward adjustment in the estimate of GDP will bring 2017 Pakistani income from $280 billion to $350 billion, improving its world ranking from 43rd to 31st. Included in the countries it will cross will be South Africa, Singapore, Malaysia and Egypt.

There is one other way of reaching a higher number for the country’s gross domestic product. I believe — and the government’s experts agree — Pakistan is seriously under-counting the size of the urban population. The old census data that misqualified a number of urban areas as rural, places the proportion of those living in towns and cities at only 35 per cent. This means that 70 million of the current population of 200 million is urban. However, if the proportion is much higher — say 55 per cent — we are miscounting some 40 million people as rural rather than urban. The productivity of the urban population is much higher compared to those that live in the countryside. I estimate that urban per capita income as twice as high as rural: $2,000 per head for urban and $1,000 for rural. If the number of urban people is 40 million more people than this alone would mean that the country’s gross domestic product is at least $40 billion larger than the official estimate — $320 billion rather than the estimated $280 billion for early 2017.

Another adjustment comes into the picture via the structure of the economy. I believe that Pakistan is not correctly estimating the size of its modern services — in particular information, communications, entertainment, travel and advanced commerce. All these sectors contribute much more to the economy than suggested by official numbers. Once these corrections are made the policymakers in both Islamabad and the provincial capitals will have a better idea where to focus their attention.

Upward adjustments will result in one other somewhat subtle change in perception. Economists correctly believe that confidence in the future is a good determinant of the amount of investment that is made in the economy. Just by presenting a picture of the economy that is closer to reality would result in improving the confidence of both domestic and foreign investors. Rather than viewing it as a fragile and failing state, the community of investors will begin to see it as a rapidly urbanising and modernising economy.

Burki is an acknowledged expert; back in the 1980's he was the Director China and the one person who cleared most of the Banks lending to PRC, often against the Board's recommendations. After Tianamann he was the man responsible for continuing lending to the PRC, over the US's objections.

When will you SEE your true worth.

Anything less than 3 TRILLION economy in next 2 decades is pure shame.

You must hold your political class and your economy managers to fire if they betray you good people again.

Never forget that your lost about 4 decades of development.

Time to Catch up and surpass your potential.

I am a well off person in Canada but I couldn't keep up in spending with my friends and family members (who I considered were barely making ends meet) when I last visited Pakistan in 2013. People there buy stuff like crazy specially food..too bad its all unhealthy food :(

We don't know - upto 30-40% of the economy is undocumented.
Pakistan Nominal GDP post change in base year will be around 350-380 Billion dollars.

and when will they change?

As far as I know, a study was concluded in 2008 which stated that Pakistan informal economy may be 74% to 91% more than the formal economy.

A few days back I saw an economic expert saying on television that Pakistan informal economy is 2 times more than the formal economy.

Last year in November I saw Gen Amjad Shoaib saying on television that Pakistan non-parallel economy is 3 times more than the parallel economy.

According to World Bank Pakistan informal economy is 36% more than the formal economy.

There are so many claims so I don't know which one to trust as it starts from 36% to 3 times more than the official GDP of Pakistan. :D :D :D

I have often wondered how some in Pakistan were able to pay about Rs 1,500 for an ordinary Pizza. This is more than £10 in today’s conversion rate. When in Pizza Hut in London sells small Margherita Mozzarella cheese for under £8 and a large one for £12.65.

I have a close friend who holds a PH.D in Economics and retired from the World Bank a few years ago. He lives in Florida; however he usually travels to Pakistan via London. We spend about half a day reminiscing about old times and discussing Pakistan in general. Even though our “mutual admiration society” does little else but to vent our frustration, I gain some useful insight into Pakistan’s problems.

We often observe that average Pakistani appears to be wealthier than the official GDP, even after adjusting for Purchasing Power Index suggests. One of the reasons being that most Pakistanis living abroad only meet and mix within a close group of people. This group may not be the true reflection of Pakistan in general. Additionally, there are 7 to 8-million overseas Pakistani sending close to $20-billion annually to their relations back home.

While Pakistan’s GDP should be reworked to reflect the true picture; 25% higher GDP is not going make any difference to the life of ordinary Pakistani.

In my humble opinion, we should look at the Human Development Index instead. Human Development Index is a composite statistics of Health –Life expectancy at birth, Education- expected years schooling for school age children & in the adult population- measured against Gross National Income per capita on PPP basis.

As of 2016, Pakistan stands at 147 out of 188 countries. India is 130, Bangla Desh 142, and Sri Lnka at 73.

Neither PPP nor the PML-N gov’t give priority to the ‘Health’ & ‘Education’ primarily because after the Defence, Development & the mega projects, there is nothing left in the kitty to spend on Education and Health. Additionally, there is no tax on Agriculture at all & Pakistanis in general don’t like to pay Tax; (I still remember that even the small shop keepers revolted during Musharraf era when asked to keep record of their income!)

GOP is a therefore forced to collect more through indirect taxation which affects rich & the poor equally. While the rich barely feel it; makes life of the poor even more uncomfortable. GOP is also perpetually spending more than the income, causing double digit inflation

According to the some estimates only 768,000 out of a population of 190-million people in Pakistan actually pay Income Tax. This is less than 0.5%. Whereas in UK more than 20-million out a population of 65-million file Income Tax Returns.

Currently Pakistan earns only 12% of GDP as Tax Revenue with India at 17%. In nearly all the developed countries Tax Revenue is above 25% of the GDP with almost 48%.of the GDP for France.

IMHO, most important step should be to bring every Pakistani earning above certain level into the tax net with the aim to increase Tax revenue to about 20% of the GDP. All additional income to be spent on improving living standard of the common man.

It's not just Pakistan... It happens in allmost all the countries.. the ball is in gov side. Our gov just started to bring out these underground economy by increasing the fine and going after benami companies. Pakistan should do the same

In a country where there is huge inefficiency it is unlikely that the one thing we manage to get right is the GDP figure. Pakistan's economy is way larger than people think. If $5 billion can leak from Pakistan in one year to India, I am sure we are richer than we think.

$20 bn is sent only though official channels. You never know how much they bring with them when visiting Pakistan or there are many unofficial channels available too.

World Bank considers it 36% more than the formal economy and studies concluded it upto 91% more in 2008.

Economists and experts claim it to be times more than the formal economy.

I would love to share an example. Few years back when Corolla was priced at 1.3 million my friend joined a bank and he was called by a fat man who wanted to lease a corolla from his bank. He took me with him because he needed transport and we reached at "haleem khokha" of that men. He told us that he got 12 "Haleem Nashta" stalls in our city and he have 0.7 million in cash with him and he wants to lease the rest of 0.6 million only for ONE YEAR and I was stunned to see that he got so much money in hand. I never thought that a haleem nashtai walai can have hundred of thousands in his hand. We got frank in conversation and I showed him my car and he asked me of maintenance costs of my car which I told him and he in return told me this is not too much as after giving salaries to employees and the preparing costs he can easily make 8-10,0000 a day working only from 7am-11am. He never used bank and this was the first time he was dealing with a bank only because he needed a car urgently.

Back in 2010-11 I went to purchase chicken from a butcher shop and I saw electricity bill there which was about 5-6000 Rs and he told me that this is his house electricity bill and is so much because of excessive use of Air Conditioner. I asked him do he uses a bank account, he replied No I never used it.
