Development of Yak-UTS started in 1991 and the design was completed in September 1993. The same year, Yakovlev entered an agreement with the Italian company Aermacchi to work together on the plane, which now became Yak/AEM-130. The Yak-130 version was to be offered for the Russian and the M-346 version for the Italian market.

Alenia Aermacchi plans on bidding the M-346 Master for the USAF T-X program to replace the aging Northrop T-38 Talon. Competing against BAE Hawk, KAI T-50 Golden Eagle, Textron Air/Land Scorpion, Boeing/Saab T-X.
Negotiations with UAE for 48 stalled.
A relative is the Hongdu L-15, an advanced trainer aircraft currently under development by Nanchang based Hongdu Aviation Industry Corporation. The development is reportedly assisted by Yakovlev OKB of Russia. It is in competition for the People's Liberation Arny Air Force (PLAAF) next-generation advanced trainer aircraft program.
China (PLAAF): First batch of L-15 is commissioned in a training center of PLAAF in EAST of China. Quantity is not sure at the moment from public information.
In November 2012, an order for twelve L-15s by an unknown customer was announced. They are due to be delivered in 2013.This batch of L-15 is begun to be handed over to the customer on June 29, 2013.
