The best drone for 200 pounds

Try getting your hands on DJI mini (fly more combo if possible). You might find a used one.

Pros:
You will only need to apply for operator ID from CAA (UK).
No licence needed as it is under 250g.
Camera capabilities are good I would say.
Easy to fly.

Con:
15 min of flight per battery.
If you are on mountains where wind speed is really high you will have a bit of problems.
No side sensors so you have to be careful if you are flying it in streets.
