B21 is only a mid term modification of B2, not an upgrade. Its biggest advantage is that it is only 30% of the cost of B2 ($651 million: $2.1 billion).

I am sure we would welcome these Area 52 sources on this forum. Good that the tweaks for China were different than needed after the flights over Moscow
