There are actually two in Dubai and I've said good number of temples in Middle east. Yes its big deal for Hindus in that particular emirate but why is being hyped as if its the first in Gulf...There is one in whole UAE. Not a single one in Emirate of Abu-Dhabi. Thats why it is a big deal for Hindus there.

No they are just located in the same complex but they are not the same, Abu-Dhabi may be stricter than Dubai but even Oman or Kuwait stricter than Dubai...No.. Both temples are same. Some call it Shiva mandir, some call Krishna Mandir... Its kind of big deal because Abu-Dhabi is stricter for Hindus unlike Dubai.
