It has laser / TV guidance but lack GPS / autopilot auto attack system Su-24M2 has. In an urban warfare, it's practically impossible to visually identify the specific building block to hit. But if you get the GPS coordinates of the building block from a ground recon team, you can immediately hit it with a GPS / autopilot auto attack system simply by punching in the GPS coordinates into the system and pressing the attack button.

Even newest Russian Su-34 does not come close.

Su-34 is purpose built for strike with side by side seating arrangement. F-15E is a converted F-15D trainer with tandem seating arrangement. F-15E replaces F-111 because of cost. F-111 is more capable than F-15E, being larger and has better range and payload.

Russian tech appears on par. Russia and America started using PGMs in the late 1970s. I do not see any differences.

if Russia is on par then why did they buy Damocles pods from France and Mistral Class ships?? I've seen a lot of videos of Russians/SAA using dumb bombs, why not PGM?

They don't have to. It's called building good relations. Russians are Norsemen. French are half Mediterranean.

Unguided bombs are heavy. Not particularly affected by wind the way bullets are. Unguided bombs are aimed very accurately by lasers and computers these days. No need for PGMs.
