He was founder and a person who established the base. But the second person who turned ISI into a huge beast which it's today was General Akhtar Khan. He becoming ISI chief and remaining ISI chief throughout Afghan Jihad turned ISI into way bigger thing then it ever was.

USA hardly provided us with anything specially serious gear for spying. We either stole it or we took from other countries. In fact during Afghan Jihad and also during war on terror we kept asking for equipment from CIA and NSA also. We got peanuts.
