Those were mere slogans as same slogans have been raised by almost every political party but none have been materialized. Take the same very first claim source thing here and we know that it was just one of the million "should" and "must" type of promises which never took shape. Yup that's true but what is also true is that it was first time a seating prime Minister had stated it with full government backing.

if things go by castes and sub castes then in any case its all about numbers but I am still not sure that even in one constituency out there Muslims wud hold a decisive factor as they never are in that much majority in any constituency as the constituencies had been devised so.

No they can't make one MLA or MLC by themselves, but if they vote for a party who has already the support of one Hindu caste, they become dominant power broker. That's why most of left and Congress party do appeasing for them. Their 18 percent vote share and 15 percent of one Hindu caste can bring anyone in power. How I see this is that a clever politician took advantage of the situation and put a bait to a specific community which generated successful results while that community never got what was promised to them. Having said so, esp aftermath of Babri Masjid incident and more specifically Gujrat riots, the Muslim communities have more or less been hijacked first by their so called leaders on the promises of protecting them and then exploited by many political parties (who give incentives to the Muslim leaders, get the vote and vanish off) and this is a non stop cycle going on in each election. On the other hand I give full credit to BJP for not being hypocritical and doing what they really intend to do but question is that would that bring in protection and relief to Muslim masses??? Ofcourse not and that is why Muslims are being sort of exploited as they search of some shelter/protective cover/incentives but people name is as appeasement.

e.g. in Shimoga 2013 Assembly Election total polled was 139648 votes and out of which electorates voted as below
Prasanna Kumar K.B.(Congress) 39355 28.18%
S.Rudregowda (KJP - Rebel of BJP) 39077 27.98%
K.S. Eswarappa (BJP) 33462 23.96%
M.Srikanth (JDS) 21638 15.49%

If BJP & KJP has faced election united then they could have got around 70k votes and there by could have won just like in 2008 but since voter was in confusion Congress MLA got better of them by 250 votes and won the election and for record Islam is second most popular religion in city of Shimoga with approximately 23.93 % and Hinduism is majority religion in Shimoga city with 72.76 %.

Well seems the case was not so in UP as Muslim majority UP has almost been sweeped by BJP.
