You need two things............

1) Video Cutter

2) Video to GIF convertor

This is what i use.....................Free Video to GIF Converter: freeware to convert video to GIF animation.

First cut the part from the video you want as GIF using the video cutter and then convert it with the help of video to gif convertor ...........

I made my avatar from video " siachen indian national anthem"
