Sri Lankan government tells citizens to avoid visiting Tamil Nadu

CHENNAI: The Sri Lankan government has issued an advisory asking its citizens to refrain from visiting Tamil Nadu until further notice. This follows what Colombo described as an increasing number of incidents of intimidation of its nationals.

The immediate provocation for the advisory appeared to be Monday's incident outside a church in Thanjavur in central Tamil Nadu where 200 Lankan pilgrims were mobbed by cadres of some political parties and Tamil outfits, forcing them to take refuge inside the shrine. A report from Thanjavur said police had assured the pilgrims full protection and told them that they were free to stay inside the church as long as they wanted. The parties which took part in the protest included Vaiko's MDMK and the VCK, a DMK ally.

The Sri Lankan advisory said the government has taken all steps required through the Indian government to ensure the safety of the pilgrims. However, the timing of the advisory, just a day after chief minister J Jayalalithaa suspended an official at the Nehru stadium here for permitting a football team from Sri Lanka to play a friendly match, triggered debate over the impact on bilateral trade and tourism.

"The government of Sri Lanka regrets the increasing number of instances of intimidation of its nationals visiting Tamil Nadu for the purposes of tourism, pilgrimage, sporting and cultural activities and professional training. These visits are a reflection of people to people contact between the polity of two countries which are bound by age-old friendly ties and traditions," the advisory said.

Those who have a compelling reason to visit Tamil Nadu, should inform the deputy high commission in Chennai, it said. Such an advisory has been resorted to by India as well after its traders were hijacked over debt disputes in the commercial hub of Yiwu in China in May this year.

Major political parties in Tamil Nadu, including the ruling AIADMK, have made repeated demands to stop training programmes for Sri Lankan defence personnel in India. Jayalalithaa has written several letters to the Prime Minister on the issue. The alleged attacks on Indian fishermen by the Sri Lankan navy have also come in for flak by TN's political parties and pro-Tamil outfits, who demanded that the Centre take steps to stop the aggression.

Since January this year there have been at least three incidents of political and Tamil outfits heckling and assaulting visiting dignitaries from Sri Lanka. Protestors hurled footwear at Thirukumaran Nadesan, husband of Nirupama Rajapaksa, who is the niece of Sri Lankan president Mahinda Rajapaksa, when he visited Rameswaram to offer prayers at the temple in January. In March, the MDMK and Tamil outfits disrupted an international conference at Manonmaniam Sundaranar University in Tirunelveli and forced the organisers to send away a Sri Lankan academic, Jeeva Niriella. Later, in June, the Sri Lankan agriculture minister Reginald Cooray had to cut short his Coimbatore visit when he was informed by police that several groups were planning to stage a protest in front of his hotel.

Chennai: Sri Lanka has advised its citizens not to travel to Tamil Nadu until further notice, after Lankan pilgrims who were visiting a church in Thanjavur alleged that they were mobbed and harassed on Monday. The pilgrims will cut short their visit and return home today. The travel advisory also came a day after Tamil Nadu Chief Minister J Jayalalithaa ordered that two Sri Lankan football teams training in Chennai be sent back. In this she has been backed even by political foes in her state.

Here are the 10 latest developments:

1)The Sri Lankan External Affairs Ministry said in a statement in Colombo, "The Government of Sri Lanka regrets the increasing number of instances of intimidation of Sri Lankan nationals visiting Tamil Nadu for the purposes of tourism, religious pilgrimages, sporting and cultural activities and professional training. The Government of Sri Lanka is constrained to request Sri Lankan nationals in the interest of their security to desist from undertaking visits to Tamil Nadu until further notice." the statement said.

2)The advisory came after a group of 184 pilgrims visiting the ancient Poornimatha Church in Thanjavur were allegedly mobbed and had to take refuge in the church. The pilgrims are expected to leave for Sri Lanka on an afternoon flight from Trichy today.

3)It also closely followed Ms Jayalalithaa's order that the two Sri Lankan football teams be sent back. Ms Jayalalithaa said the presence of the footballers in her state hurt the sentiments of the Tamil people and slammed the Centre for allowing the Sri Lankan players to undergo training and develop their skills in India.

4)The Chief Minister took umbrage at one of the teams, Royal College of Colombo, playing a match against the Chennai Customs team at a stadium in the city on Friday. Ms Jayalalithaa also ordered the suspension of a stadium official for allowing the soccer team to play the "friendly" tie, alleging that he insulted Tamils.

5) This is one issue that seems to unite different political parties in the state. The DMK's TKS Elangovan said, "We don't approve harassing innocent pilgrims, but the government of India should understand our feeling. Tamils are left with no other option but to express their anger in such a manner. Our innocent fishermen, when they go for fishing, they are harassed. What did they do? Even they were innocent." 6) Less than two weeks ago, Ms Jayalalithaa had asked Prime Minister Manmohan Singh to call a halt to an ongoing training programme for two Sri Lankan defence personnel at the Defence Services Staff College in Wellington near Ooty. In a strongly-worded letter, she had alleged that the training had been concealed from her government, which showed scant regard for the sentiments of the people of Tamil Nadu

7) Last month, the Chief Minister had also opposed a similar training programme for nine Sri Lankan Air Force personnel at the Tambaram Air Force Station in Chennai. In view of her stiff opposition and protests from other parties in the state including ally DMK, the Centre had been forced to move them to the Yelahanka Airforce Station in Bengaluru in order to enable them to complete their training.

8)Ms Jayalalithaa had expressed displeasure at them being shifted to Bengaluru, saying "instead of sending these personnel back to Sri Lanka, the Government of India exhibited excessive enthusiasm and concern for these personnel".

9)Ms Jayalalithaa had described the Centre's move as "anti- Tamil" and said "Tamils want action against Sri Lanka for war crimes and they will not accept this" and that "Tamils even suspect whether the Centre is acting against them".

10)The Sri Lankan government has also said in its advisory that if anyone has a "compelling reason to visit Tamil Nadu, such a visit should take place following prior timely intimation to the Sri Lanka Deputy High Commission in Chennai."

DMK wants political gain by making noise as an opposition party.

AIADMK as a ruling party does not want to be left behind, doing the same. And both hardly cares about SL tamils if there there is no political gain.
