I don't agree with you.
Even if it takes 10 or 15 or 20 more years, but still Iran has to do it all itself.

This shows you don't have a clue what you're talking about.
You can keep buying from the outside or you can start doing things the hard way and start to become a manufacture yourself. It will be difficult and take a long time, but it is not like Iran is desperate for fighter jets to defend herself. No one will strike Iran, no one.

Another flaw with your argument is that you think an airframe is just what determine a potency of a fighter jet. You can take the F-5 airframe and put modern electronics, radars, missile on it and you will have a decent fighter jet.
Iran started with the f-5 platform to gain experience, these experiences will keep adding up until you see a decent Iranian jet fighter. It will be a while, but the day will come.

Iran's UCAV development is overtaking its fighter program very fast. Iran's sky will not be unprotected till the manned planes comes. By then Iran will already have fleets on UCAV. Also, Iran's airspace is already most protected in the region, that is due to Iran's powerful air defence units.
