Some areas in Rawalpindi Facing complete Blockage of Mobile Phone signals

Was Talking to some relatives and they say Random Blockage of Mobile phone Signals is being Experienced in Cities....
Anybody had this experience recently?
Lats two days Parts of Rawalpindi have no Ufone signal...
Is this being done on Purpose or Technical Hitch?
