let balochi sardars get the machinery for oil/gas/mineral exploration on lease and let them extract the resources on their own, let them control this asset but on condition of letting GOP distribute the resource with mutual understnding with the baloch, set the price margain, and profit margain, also let GOP also put condition of being vigilant on the profits being actually distributed to the public
i think it has some benefits
1) less tension between sardars and government
2) sardar's claim that pakistanis are taking advantage of them
3) the sardars will then start making their people impart technical knowledge and educate them
4) the human resource would be purely balochi not punjabi
5) the balochis will get fair profits and it will also curb unfair advantage of government to take away all the profits
6) it will also let government that sardars dont take unfair advantage of the profits, so both the regional districts/baloch province and the federal government are happy
7) dont need any foreign assistance on that
8) mutual share with the effort, it will avoid balochis getting blackmailed by government, and vice versa
9) as the machinery is leased by government it will also eliminate baloch sardar black mailing to the government
