Smart metering programme revived

ISLAMABAD: The government has revived the ADB-sponsored Advanced Metering Infrastructure (AMI) programme that was earlier rejected by former power minister in PML-N government over ‘technical shortcomings’.

The Asian Development Bank (ADB) has already agreed to restore the $900 million first-phase of the AMI programme that envisaged smart metering having two-way communication for two distribution companies of Lahore and Islamabad to tackle power theft. The expansion of the AMI along with aerial bundle cable (ABC) of distribution lines to all 10 ex-Wapda distribution companies (Discos) are estimated to cost about $5 billion.

The two Discos — Lesco and Iesco — had shelved the bidding for the induction of AMI meters at an advanced stage on the orders of then power minister Awais Leghari.

The incumbent power minister Omar Ayub Khan said last week that his division had finalised a $900m loan with the ADB to introduce AMI meters having two-way reading for #Islamabad and #Lahore Electric Supply Companies.

On Monday, the minister had a meeting with the Ambassador of France to Pakistan Marc Baréty and briefed him about the proposed plan for introduction of AMI and ABC programme. The ambassador said two French companies wanted investment in Pakistan’s power sector.

The minister said that new technology would be installed initially in the premises of Iesco, Pesco and Lesco with an estimated cost of $900m to be provided by the ADB. He said the Power Division was also engaging with the provinces on creation of special task forces with the support of provincial governments, local authorities and law enforcement agencies for crackdown against electricity theft.

“These steps will not only reduce power theft but will also lead to decline in circular debt. Transmission and distribution capacity of electricity will be increased by Metering Tree and introduction of ABC cable,” he said.

In February this year, the Power Division had rejected the AMI programme after paying about $1m in commitment charges. The project was planned for the power distribution network with the hope of accurate billing, improved collection and theft reduction.

It was reported by the Power Division at the time that ADB-funded smart metering had many shortcomings and had been opposed by the Discos because of long term risks.

The Power Division had then requested the ADB to divert first part of the financing to some other critical areas of distribution network even though a team of ADB threatened the move could ‘blacklist’ Pakistan’s distribution network from future financing.

The plan would now be finalised with some modification, an official said. The original plan involved replacing 30 per cent existing meters from all Discos, starting with two selected companies. The entire project across the distribution system would have taken almost a decade to complete

The users will be able to top up the balance just like we do with our mobiles.
The connection will automatically be turned off in case of low balance.

there are already prepaid smart meters being using in chitral , and so far it has been successful.
but implementing it on a larger scale will take time and resources so the effects wont be seen quickly

It will use Mobile/Cellular Network to communicate with the supplier. So any attempt to tamper with the meter will be caught.

What is Smart Meter?

Smart Meter is a digital meter for Electricity & Gas that can send its data wirelessly to your energy supplier from your home meter in digital form. Unlike old analog meters, Smart Meters do not require a meter reader person. These Meters periodically send their data to energy supplier and that data is used for bills calculation and calculating energy line loses. Data sent by Smart Meters can also be shared with consumers in real time so consumers can better understand their energy usage and also can control their home bills.

Bills calculated using Smart Meters are more reliable in terms of accuracy as compared to analog meters.

How Does Smart Meter Works?

Smart Meter uses the secure network to send customers data from the smart meter to energy supplier wirelessly. Data transmitted over the network also encrypted using some advanced encryption techniques to ensure user’s data security from one end to other.

These meters communicate with a headend software on the supplier end. Headend software is designed to read meters data remotely over the network. This software also provides features of connecting and disconnecting meters remotely. There is a firmware installed on the meter, this firmware can also update using Head End software remotely.

Smart Meters comes with a home display as well. The home display provides consumers with real-time energy usage and current energy usage with the cost. So Customers can estimate their monthly bills and also can control their usage.

Because energy consumer provided with an interface to monitor his usage from the last billing to currently used units so there is no unexpected billing exists. A user can track and manage his usage smartly.

billing generated by a Smart Meter is more accurate than a person takes reading manually from the analog meters.

in case of electricity if energy provided by a transformer is more than the energy used by meters connected to that transformer then there is some loss of energy and the system immediately generates alerts.

Less Required Human Resources:

In a Smart Meter automated system, human resources required for meter reading minimized which helps in cost minimization.

The smart Metering system is an ultimate solution to the old analog maters. It helps both suppliers & consumers. Suppliers get rid of manual meters riding, energy thieving challenges, delays in issuing bills, meters tampering problems and many other. On the other hand, consumers will get benefits of Smart Meters in terms of their energy management, home budget planning and get rid of meter reading issues.

Tv shows= new electricity bill which will charge tripple bills

Public = haye haye mahengai illegal electricity is no more no kunda etc


Supreme court = sharam ani chaye.govt ko take this order back and fit old meters for kunda
