It has been reported that Government is considering to reward Sanatar Babar Awan with Sitara-i-Imtiaz (star of excellence). Babar Awan is alleged to be responsible for corruption of 3.5 billion Rupees in Haris Steel Mill case and hearing is under proceeding in Supreme Court of Pakistan.

If a person who is alleged to have made corruption of 3.5 Billion Rupees,
Should Asif Ali Zardari, His Excellency President of Pakistan and Co-Chair Person of Pakistan Peoples Party who is alleged to have made corruption of above 200 billion Pak Rupees be rewarded for Highest National Award, Nishan-i-Haider?

On a serious note, I am sure this news has been vverified otherwise a senior PPPP leader will not bother sending a letter. This is a great sign that senior leaders of the PPPP are waking up and realizing the damage done by Zardari and company.

If PPPP want to survive and actually win elections then they will have to get rid of Zardari but this will be a tough task. I sense that PPPP will not further break up, instead, senior members and supporters may shift to the PPP Shaheed Bhutto group leade by Ms. Ghinwa Bhutto.

This defection/ shift will not be because of Ms. Ghinwa Bhutto and Fatima Bhutto or ZA Bhutto Jr. will have to come into politics.

SLAMABAD: Sheikh Afzal, the main accused in the Rs9 billion financial scam at the Bank of Punjab (BoP), on Tuesday revealed before the bench of the Supreme Court that he paid Rs35 million to Parliamentary Affairs Minister Dr Babar Awan for winning the case in the apex court.

Sheikh Afzal, an absconder in the BoP scam, was recently arrested by the FIA from Malaysia along with his son Haris Afzal and was produced before a three-member bench of the apex court headed by Chief Justice Iftikhar Muhammad Chaudhry.

The bench was hearing the Rs9 billion BoP scam. The BoP had granted a loan of Rs9 billion to the Haris Steel Mills (HSM), Lahore without fulfilling legal requirements and consequently the steel mills defaulted on the loan. The Bank of Punjab then filed a petition against the HSM.

Sheikh Afzal admitted to having given Rs5 million as fees to a senior advocate of the Supreme Court and minister for parliamentary affairs Dr Babar Awan besides giving him Rs35 million for assuring him to win the case.

It is pertinent to mention here that earlier former attorney general Sardar Latif Khosa was removed from his office after being charged with taking money for a favourable court verdict during the tenure of Justice (retd) Abdul Hameed Dogar.

The arrest of Sheikh Afzal became possible after the Supreme Court issued orders to the government to produce the accused in the court come what may. This is the biggest achievement of the judges led by Chief Justice Iftikhar Mohammad Chaudhry since their restoration following a popular movement. It perhaps never happened in this country that the accused of such a huge fraud was made to submit to law and agreed to pay the embezzled amount. This task was beyond imagination during the tenure of Abdul Hameed Dogar as chief justice when such people got away scot-free.

After the court hearing, Sheikh Afzal disclosed a list of top lawyers to the newsmen who extorted millions of rupees from him to clear his loan default cases from the courts.

He alleged that Dr Babar Awan took Rs40 million, Sharifuddin Pirzada Rs10 million, Malik Muhammad Qayyum, the then attorney general, Rs20 million and Ali Waseem, the son of Waseem Sajjad, Rs7.5 million.

Afzal said Dr Babar Awan took Rs5 million as fee and Rs35 million for getting a favourable verdict from the then Islamabad High Court.

In addition to these leading lawyers, Afzal said he had given Rs400-500 million to Hamesh Khan, former BoP president, Rs30 million to Aziz Ahmed, BoP Control Risk Manager, Rs50 million to Haroon Aziz, Rs10 million to Shoaib Qureshi, Rs40 million to Saleem Mirza, treasury head of the bank, Rs5 million to Fazil Asghar who helped him escape despite being on the Exit Control List (ECL).

Earlier, Shiekh Afzal tendered an apology to the court and submitted to surrender in the case by satisfying the Bank of Punjab in its claim against him.

He regretted over his loot and plunder but requested that his family members including his spouse and children should not be humiliated who were not involved in the fraud case.

He said his wife and 18-year-old son Hamza were also arrested from the Lahore airport. He confessed to getting Rs8 billion loan from the Bank of Punjab, adding 40 per cent was taken by his elder brother, Seth Yaqoob.

The court was informed that Sheikh Afzal had deposited $6 million to his son’s account in Dubai, besides depositing Rs2.5 billion to his wife’s account.

Sheikh Afzal’s son Haris Afzal, a BBA student, also told the court that he was ready to furnish all accounts and properties purchased on his name by his father.

During the course of the proceedings, Chief Justice Iftikhar Chaudhry asked Dr Danishwar Malik, prosecutor general of the NAB, if there was any criminal case against Haris Afzal, son of Sheikh Afzal. Dr Danishwar replied in negative at which the court observed that it was an injustice with the family members.

The court ordered the release of Haris Afzal, however, directed to put his name on the ECL besides surrendering his passport to the NAB. The court directed Haris Afzal to extend his maximum cooperation to the NAB in the investigation process.

The court also allowed protection to Seth Nisar, elder brother of Shiekh Afzal, who wanted to return to Pakistan and pay the money.

His counsel, Advocate Wasim Sajjad, submitted before the court that Seth Nisar, who was abroad, wanted to return to Pakistan and ready to pay the amount being claimed against him.

He further submitted that earlier the court was misguided that Seith Nisar, brother of Sheikh Afzal, Chief Executive Haris Steel Mills, and Sheikh Munir had flown out of the country on October 24 despite being on ECL since 2000.

“His name was removed from the ECL on April 15, 2009 and he had taken Rs400 million as debt from Sheikh Afzal,” Wasim Sajjad added, requesting the court to ensure protection to Seth Nisar.

The court accepted the request and directed Wasim Sajjad to produce Seth Nisar before the court on December 2 and adjourned the hearing.

The court directed the NAB not to harass any family member of Sheikh Afzal, but allowed to take the due action for recovery of the defaulted money. The court also directed the NAB to expedite efforts for extradition of Hamesh Khan, who is an absconder in the case and in the US.

The court praised the role played by officials of FIA, particularly Azam Khan, the FIA DG, and the Foreign Affairs Ministry in the arrest of Sheikh Afzal from Malaysia.

Khawaja Haris, counsel for Bank of Punjab (BoP), and AK Dogar, counsel for Seth Yaqoob, also appeared before the court.

the news item about him having Fake degree is untrue and unjustifiable ….he has a valid PhD,Permanent Head Damage….
i suppose he is also right to argue in his defence …as he has ‘paid for’ the degree…..which is quite unusual for a PPP minister as rest of them including their CnC get everything for ‘free’

US foundation terms the university fraud

ISLAMABAD: Like a minister of the Musharraf cabinet, a high profile PPP minister has also been found holding a doctorate degree issued by a fake US university declared to be ‘fraud’ by an authentic US organisation and fined by a US court.

Although Federal Minister for Parliamentary Affairs Dr Babar Awan told The News his degree was valid, every body else says it was fake and was wrongfully awarded by a university that was never accredited for such degree programmes and was shut down in 2000 for being fraud.

The United States Educational Foundation (USEF) in Pakistan confirmed that the said University was never allowed to offer degree programmes, including Ph.D. “It was a fraud,” the USEF Pakistan wrote to this correspondent on Monday.

The minister, who admitted to have got his Ph.D degree from the University of Monticello USA in 1997-98 through its distant learning programme (correspondence course), however, insisted that his Ph.D was valid.

But the USEF Pakistan is of the view that the “fraud” university was closed down in the year 2000 and was also fined US$1.7 million for befooling innumerable international aspirants of different degree programmes.

The Foundation also disclosed that a court in Hawaii had also directed the university management to return all the tuition fees of the students, who had enrolled with the institute. Acting spokesperson of the US embassy in Islamabad Mr Wes Robertson when approached said that the USEF Pakistan is an organisational set-up to promote opportunities and assist students intended to study in Pakistan and vice versa. “It (USEF Pakistan) gives accurate and credible information,” Robertson categorically said.

To a question if there exists any university in the US in the name of Monticello, the USEF Pakistan said: “The closest that any university comes to that name is University of Arkansas, which is in the town of Monticello. There was an unaccredited institute named Monticello University but it was closed down.”

The Foundation also referred to two web links -http:// State dominates the $200 million quick-degree industry - Pacific Business News (Honolulu): and Monticello University — Department of Commerce & Consumer Affairs - which give details of how the university defrauded international students and also give details of the ruling of a court in Hawaii in a lawsuit filed against the University.

One of the links tells the tale of a student of history and law, Todd Rebillot, who said that he had found the university on the Internet, which looked professionally prepared. “I accepted that at face value and felt confident that (the school) could provide me with an education and the degree I was looking for.”

It was not until the Wisconsin resident had paid more than $3000, saw the school’s address changed three times and was given the run-around by school administrators that he finally grew suspicious. “When I started asking questions, then they [the school] began skirting the issue. I wasn’t getting straight answers,” Rebillot said.

Soon afterwards Rebillot was convinced that he had been scammed. Others apparently had come to the same conclusion. Babar Awan was one of those who were caught in the fraud but he was given a degree after which he started writing the title of ‘Dr’ before his name. This may not be valid now.

In April 2000, Monticello University operator Leslie Snell was found guilty in Hawaii and Kansas of issuing invalid degrees without state authority and was fined in excess of $1.7 million. The organisation was ordered to refund tuition to all the students. Whether Dr Awan received his money back is not known.

Despite all this evidence, Babar Awan insists that it is incorrect that the Monticello University was unaccredited and that the Ph.D degree he was awarded is fake. Awan, who also delivers regular lectures on Quran and Islam on a television channel, said that he got to know about the university through an advertisement in the international Times magazine and also reconfirmed the standing of the institution from his acquaintances in the United States.

The minister said that he was awarded the Ph.D degree through the university’s distant learning programme and because of his (Awan’s) experience and research work.

He recollected that when he was awarded the Ph.D degree, the news of his becoming doctorate also appeared in certain newspapers. He said that during those days he was defending Mohtarma Benazir Bhutto in the SGS reference before an accountability court comprising Justice Qayyum and Justice Najmul Hasan.

Besides the newspaper record, he said he still has the fee vouchers that he had paid to the Monticello University and sent through proper banking and financial channels. “There was absolutely no question of fraud at that time when I got the degree from the said university,” the minister said.

Babar Awan, who is known for oratory skills, however, perhaps does not know that the University that awarded him the Ph.D degree was never authorised to do so and that he had been fooled along with many other international students.

PPP suspends Israr CEC membership

LAHORE: The Pakistan Peoples Party suspended on Tuesday the Central Executive Committee membership of Dr Israr Shah over violation of party discipline.

PPP Secretary General Jehangir Badar confirmed Geo that the membership of Dr Israr Shah was suspended, saying it was not suitable to openly discuss the party’s internal affairs.

If we did not take action against the violation of party discipline, it would become difficult to run the party’s affairs, he justified.

It may be noted here that Dr Israr Shah had written an open letter against Federal Law Minister Babar Awan, which was then published in newspapers.

When contacted, Dr. Shah told Geo that he was not formally informed about the decision.

He said that terrorists had broken his legs, but some of the party’s members, who are close to Co-Chairman, want to behead him.
