Singapore on Monday signed a memorandum of understanding (MoU) with Andhra Pradesh to prepare a master plan and develop a world-class capital city of Andhra Pradesh.
The master plan will be ready in six months and after that a detailed action plan will be worked out, announced chief minister N Chandrababu Naidu after a meeting with S Iswaran, minister in the Singapore prime minister's office.


"We have decided to work with the government of Andhra Pradesh on this project of master planning and development of capital city," said Iswaran, who is also the city state's second minister for home affairs, trade and industry.
The MoU was signed by senior officials of the two governments in the presence of Naidu and Iswaran.

The two governments decided to constitute a joint committee to implement the MoU and to sort out any issues.
Naidu said the government of Singapore and various agencies and organizations will partner in the prestigious project. He said Singapore companies will also join in developing the capital city.

"I necessary will create special purpose vehicles (SPVs) with them. We will mobilise required equity and give them land and other facilities," the chief minister said.
Naidu said he would like to see the first phase of the capital city completed before the next elections (2019). The government has already decided to build the state capital between Vijayawada and Guntur.

When it eventually gets ready — hopefully by 2019 — Andhra Pradesh capital on the banks of river Krishna between Vijayawada and Guntur cities will stand as a capital for quality life and happiness. Ministers, bureaucrats, their staff, personal assistants and even drivers will live within walkable distance of two kilometres from their workplace.
This new urban strategy not only reduces pressure on city traffic but also improves the quality of life ofthe employees and the people. And, this earns the government carbon credit at global level.


Andhra Pradesh chief minister N Chandrababu Nai-du has sought the Singapore government's architectural assistance in designing the new capital for AP, which was formed with 13 districts, after Telangana with 10 districts separated from it on June 2 this year.

"Ultramodern capital is not just having Wi-Fi, 5G, underground cables, metro rails, pubs and F&B hubs. It should improve the quality of life of everybody from those in the government and to those outside," Naidu is said to have expressed before Singapore minister S Eswaran, who arrived in Hyderabad on Monday for a detailed interaction with Naidu and the cabinet sub-committee on capital affairs.

Presenting his vision on the capital before the cabinet sub-committee. Naidu said the new capital, which obviously will be the growth engine for the state's economy, will have the quarters for ministers, bureaucrats, and all the government staff upto peon and driver, within two kilometres from their work place. There will be common transport facility for all of them within the office-residence route and personalised cars will be taken out only when they have to go out to other departments or places individually.

"In most capitals including Delhi, Hyderabad and Bangalore, travel time is very high and people get caught in traffic jams. This has a cascading effect on their performance and also on the quality of their life. We have the opportunity to address this concern in our new capital," Naidu said. "The time they are wasting now can be spent on improving their professional skills and to spend quality time with the family. We will have recreation facilities closer to the capital to keep the families happy," sources told Mirror, quoting Naidu as saying.

Land acquisition
Naidu made the first step towards creating the new capital, by announcing on Monday a very lucrative land pooling policy. The acquisition will formally begin on Tuesday. As per the policy, the government will give 1,000 square yards residential and 200 square yards for every acre of agriculture land they give. The actual capital location is Tulluru block with 28 villages in Guntur district, on the east side of river Krishna.
The government has also offered such packages for tenant farmers, with 800 square yards of residential and 100 sq yards of commercial plots in the capital region.

"To not make them feel displaced, they will be given lands in the area where their actual lands are originally situated," Naidu told mediapersons, while announcing the policy. The farmers will get crop compensation for ten years, though they will get the developed lands within three years. While a large number of farmers ready to part with their lands for the new capital, there is also a considerable number of farmers refusing to give their lands.

"We hope the farmers will voluntarily come forward to give their land after seeing our package. If there are some still against it, we will enforce the Land Acquisition Act to take those lands," Naidu announced.

However, human rights forum convener VS Krishna says, "Building a capital on lush green fields is a big disaster. There is no need for the capital to be geographically in the middle of the state as claimed by Naidu."
The main opposition YSR Congress, the Congress Party and the Left parties are opposing the capital on the highly fertile lands.

HYDERABAD: Japan is ready to join hands in building the new capital of Andhra Pradesh, the designing of which will be done by Singapore, chief minister N Chandrababu Naidu said on Monday.

Terming his five-day visit to Japan a success, Naidu told reporters here that several Japanese companies and government organizations expressed their willingness to be partners in building the state capital.

Naidu, who went to Singapore last month, said Singapore will prepare the master plan for the capital. He hopes to finalize this when Singapore's trade and commerce minister S Iswaran visits India this month.


"The Japanese companies are ready to associate in construction, environment and other requirements of the city," he said. "It will be a deadly combination."

The government plans to build the capital on 30,000 acres in Guntur-Vijayawada region in five years. It is estimated to cost Rs 1 lakh crore.

Naidu said he had fruitful discussions with Japanese government organizations, industry bodies and companies and exuded the hope that this will result in attracting investment to the state.

Stating that Softbank Corp is keen to fund 10,000 MW solar power generation in India over next three years, Naidu said he invited the company to partner with Andhra Pradesh in its ongoing plan for the development of 2,500 MW solar power.

The chief minister said Softbank chairman and CEO Masayoshi Son was interested in solar power generation in India and also in research to bring down the cost of generation
. "The cost of solar power has come down from Rs 14 to around Rs 6 per unit and if we can further bring it down to Rs 4, then it will be a revolution meeting the energy requirements," he said.

Naidu said Softbank plan to invest $10 billion in India. He also invited the company to invest in the IT sector in the state. The company is expected to come out with a project report in two months.

The Softbank chairman also confirmed that he will visit India and Andhra Pradesh soon.

The chief minister announced that a separate cell for Japanese firms will be opened in the industries department for speedy clearances and to extend all help to those keen to invest. The proposed cell will have a few escort executives who speak Japanese.

Claiming that he was successful in building the trust and with the Japanese investors, Naidu said he aimed to make Andhra Pradesh as the top Indian investment destination for Japanese firms from the present third position.

The chief minister said a MoU was also likely between Yokohama and Kakinada cities for sister-city relations. Naidu also sought help of Japanese firms in port infrastructure and in establishing exclusive container ports at Visakhapatnam and Krishnapatnam to make them logistic hubs for Southeast Asia.

The delegation led by Naidu visited Osaka, Kyoto, Fukuoka and Tokyo.


Naidu also met Japanese Prime Minister Shinzo Abe, who agreed to visit Andhra Pradesh during his proposed India visit next year. While appreciating Japan's commitment of $35 billion investments in India, Naidu requested him to earmark a significant share for the development of Andhra Pradesh.

A MoU was signed with Japan's ministry of economy, trade and industry (METI) for promotion of direct investment by Japanese companies to Andhra Pradesh in various fields. METI will also support development of industrial parks in the state.

New Energy and Industrial Technology Development Organization (NEDO) signed a MoU with the state government, which covers sharing information and exchange opinions about smart community activities and success stories of Japan.

Sumitomo Corporation signed four MoUs including the one to develop 4,000MW thermal power station.
Under another MoU, Sumitomo will help the state in developing the new capital as a world class smart city.

Kitakyushu city agreed to partner with the state in developing the capital city
and with authorities of select cities in making sustainable and smart cities.

Stating that Japan achieved tremendous development with sheer discipline and hard work despite natural calamities and other challenges, Naidu said the new state of Andhra Pradesh has a lot to learn from it.

HYDERABAD: Stating that several Japanese companies are ready to lend their expertise to Andhra Pradesh for building its new capital, Chief Minister N Chandrababu Naidu announced that his government would soon release its new “investor-friendly industrial policy” with an emphasis on “single window system” to clear projects at one go.

With Japanese corporate houses expressing apprehensions over red tape in India, Naidu said his government would set up an exclusive “Japan desk”.

Giving details of his recent 6-day tour across Japan, Naidu said several Japanese companies had expressed willingness to become partners in building the State capital. Naidu further added, “The masterplan for the capital would be finalized when Singapore’s Trade and Commerce Minister S Iswaran visits India and AP in a week.

Naidu, who had also met Japanese Prime Minister Shinzo Abe during his trip, was positive about the greater participation of Japanese companies in different sectors in the State.

Japanese private sector was looking to invest in manufacturing, logistics, ports, agri-processing, energy, low carbon technology, mega food parks and infrastructure and smart cities, Naidu pointed out.

He said Japanese lending institutions like Japan International Cooperation Agency (JICA) and Japan Bank for International Cooperation (JBIC) are willing to fund the 4,000 MW ultra super critical thermal power project being proposed in AP in joint venture with the Sumitomo Corporation.

Naidu said his government would come out with an investor-friendly industrial policy shortly. “We are waiting for the Centre to announce various concessions and sops promised in the AP Reorganisation Act-2014. Once it is announced, we would be in a position to give concessions to investors.”

Solar Power

Stating that Japanese company Softbank had indicated its willingness for setting up 10,000 MW solar power plants in AP, Naidu said he had invited the Softbank to partner with AP in its ongoing plan for the development of 2,500 MW capacity in solar power in addition to the new investment proposals. Softbank Corp chairman and CEO Masayoshi Son had expressed his readiness to establish research and manufacturing facilities in AP so as to bring down the cost of solar power.

Dream Ports

Naidu said the State government would develop Visakhapatnam and Krishnapatnam ports with the help of Japan as AP would potentially become a logistic hub for South-East Asia. Stating that AP has the advantage of 1,000-km-long coastline, Naidu said the State could become a gateway for exports to other countries.
