In an afternoon meeting after Christmas, a senior government official told me that Indonesia and Singapore would soon sign three historic deals after lengthy negotiations on the politically sensitive matters: the Flight Information Region (FIR), the defense cooperation and the extradition treaty.

The FIR agreement is the new element, as the two other agreements were first agreed upon by the two countries in 2007. Later this month, President Joko “Jokowi” Widodo is expected to host Singapore’s Prime Minister Lee Hsien Loong for their annual retreat, most likely in Batam, Riau Islands.

This can be another diplomatic scoop for the President to strengthen his credentials, especially now that Indonesia assumes the Group of 20 presidency, as he shows how to resolve complicated disputes amicably.

Indonesia and Singapore Sign Extradition Treaty, Again

BY :FANA SUPARMAN
JANUARY 25, 2022

Jakarta. Indonesia and Singapore will ink an extradition treaty during leaders’ retreat in Bintan Island on Tuesday, thus making it easier for Indonesia to catch its graft fugitives.

Law and Human Rights Minister Yasonna Laoly said that the Indonesian government had been seeking this extradition treaty since the 1990s.

“Finally, after a lengthy process, the Indonesia-Singapore extradition treaty can be carried out,” Yasonna said in a statement.

The Indonesia-Singapore extradition treaty enables the governments to surrender an individual to the requesting country for prosecution, trial, or punishment for an extraditable offense.

“The extradition treaty will cause a deterrence effect for criminals in Indonesia and Singapore,” Yasonna added.

The agreement will further restrict Indonesian criminals from fleeing, given that Indonesia already had signed similar treaties with its regional partners, among others, Malaysia, Thailand, Philippines, Vietnam, Australia, South Korea, China, and Hong Kong SAR.

Indonesia and Singapore are parties to the mutual legal assistance in criminal matters deal between Asean countries in 2008.

“If the two countries ratify the extradition treaty soon, then the law enforcement agencies of both countries can make use of this treaty to prevent and combat transnational crimes like corruption and terrorism,” Yasonna said.

Both countries already signed an extradition treaty in April 2007, witnessed by then-President Susilo Bambang Yudhoyono and Prime Minister Lee Hsien Loong.

However, the treaty has not come into force pending ratification by the Indonesian House of Representatives.

The Indonesian parliament, for its part, objects to the treaty being attached to a bilateral defense cooperation agreement that requires Indonesia to provide Kayu Ara Island near Sumatra as a training ground and shooting practice area for the Singaporean military.

Both extradition and defense cooperation agreements were put into a single package signed by their respective defense minister.

Jakarta -Indonesia and Singapore agreed on an agreement regarding the flight information region (FIR). President Joko Widodo (Jokowi) said the scope of Jakarta now covers all airspace in the waters around the Riau Islands (Kepri) and the Natuna Islands.

"Meanwhile, with the signing of the FIR agreement, the scope of Jakarta's FIR will cover all of Indonesia's territorial airspace. Especially in the waters around the Riau Islands and Natuna Islands," Jokowi said in a press statement broadcast on the Presidential Secretariat's YouTube account, Tuesday (25/1/2022). ).

In 1946 international organization (ICAO) give Singapore FIR (under Britain occupation) over Riau islands and Natuna islands due to Singapore sufficient infrastructure to manage that FIR while Indonesia's Sumatra hasnt had the infrastructure to manage such FIR. ICAO gave it in 1946 which was the period where Indonesia was at war with Dutch and British ( in early war ), Indonesia de facto independence was actually in 1949.

International organization still dont give that space to Indonesia even until 2020 despite we have that capability now, this is why we focus the taking back effort into Singapore. For long Singapore doesnt want to give, but now for several reasons Singapore give back the space to Jakarta FIR.

Similar like extradition treaty, many corrupt Indonesians went away to Singapore and Singapore doesnt want to extradite them because that corrupt persons put their money on Singapore.

The FIR with Indonesia is among the most important the cornerstone of aviation industries. If hand over to Riau, Singapore airport is dead meat.

I would say Indonesia is nice to Singapore.

Indonesia will not extradite anyone from Singapore just like France and Germany will not extradite anyone from Switzerland.

Am I smelling a slow motion stealth control of Singapore by Indonesia?

Correct, Indonesia is actually not hostile to Singapore as Malaysia does, many Navy and Air Force intrusion to each other territory ( which is disputed ) happened between Malaysia and Singapore. While Indonesia and Singapore doesnt have any territorial dispute any more and has been solved in late SBY administration or Jokowi administration period ( I dont remember the exact time )

Malaysia refuses to export electricity from renewable energy to Singapore as Singapore has pledge with global initiative to reach green energy target gradually.

Indonesia at the mean time doesnt show refusal for such plan despite we also need to generate renewable energy by ourselves to reach our own target pledge.

For extradition, what you said is not true, just some years ago we can extradite financial fraud fugitive from Singapore despite no extradition treaty being activated between two nations.

The western demarcation of Indonesia and Singapore is a little in favor of Singapore while Singapore give back some in the Eastern part. The outcome is Singapore got benefit while there is no harm to Indonesia.

Why benefit? The Singapore port is mostly at west and the western channels get less congested and lot more area for reclamation.

Indonesia is sort of friendly and rational.
