Shut down new registration until you can control bots?

The forum seems to be over run with bots joining to advertise their businesses and a few noon league trolls who regularly re-sign after being banned daily.

Maybe @WebMaster can shut down new registrations until he can set up a new capture?

Also limit newbies to 5 posts a day until they hit 100 posts.

I suggest until permaban is possible.
