MARL is the minimum amount of ammunition which has to be maintained at all times using which the army can fight for 20 days.

In the report which was tabled in the Parliament on Friday, the OFB was criticized by CAG for inadequate quality of ammunition supplied to the Army since March 2013. It also noted that the stock of fuzes for the artillery ammunition was at 17 percent, various local media reported Saturday.

Fuze is considered to be the brain of the artillery ammunition that is fitted to the shell just before assembly/firing. This deficiency means that 83 percent of the high caliber artillery ammunition held by the army will be useless in an operation.

The army should have ammunition for 40 days of intense war fighting, according to the government orders in force. However, the report shows that as of September 2016, only 20 percent, that is 31 out of 152 types of ammunition will last in a 40-day war.

The CAG said despite serious concerns highlighted in a high-level report on 'Ammunition management in Army' in 2015, no significant improvement took place in the critical deficiency in the availability of ammunition and quality of ammunition supplied by the OFB.

The Indian Army is battling critical shortage of ammunition, especially for its tanks and artillery, and 121 out of the total 152 types of munition do not meet the minimum levels needed to fight a full-scale war, the government auditor has found.

In its latest report on the Army and ordnance factories tabled in Parliament, the Comptroller and Auditor General (CAG) has said that in the last few years, no significant improvement was made in the availability of War Wastage Reserve (WWR), which is ammunition needed to meet the requirements of 40 days of intense war or a full-scale war.

"Out of 152 types of ammunition, only 31 (21 per cent) met the authorisation of 40 (days). Balance 121 types of ammunition were still below the authorisation level," the CAG said in its findings.

According to Defence Ministry approved standards, the Indian Army is supposed to store ammunition expenditure for at least 40 days of an intense war.

The Army has also set ammunition level required for what is called the Minimum Acceptable Risk Level (MARL) - that is the amount of ammunition required for 20 days of war.

But the CAG found that even this level was not maintained in most of the types of ammunition.

The CAG criticised the Ordnance Factory Board OFB for the highlighted inadequate quantity of ammunition supplied to the Army since March 2013.

"Scrutiny of category-wise details of ammunition revealed that the WWR level had increased mainly on account of increase in the stock of explosives and demolition items while majority of high calibre ammunition relating to Armoured Fighting Vehicles (AFV) and artillery ammunition meant for sustaining superior fire power were under critical level," the report said.

The CAG said it had raised serious concerns in a report on ammunition management in 2015 but still "no significant improvement" has taken place in the availability of WWR ammunition supplied by the OFB.

"Shortfall in meeting the production target by OFB continued. Further, majority of the procurement cases from other than OFB which were initiated by Army headquarters during 2009-13 were pending as of January 2017."

The CAG report also highlighted that "excessive shortage of fuzes" - the "brain of the artillery ammunition" - was also a matter concern. A fuze is fitted to the shell just before firing.

The report said that 83 per cent of high calibre ammunition for tanks and artillery with the army were not in a state to be used because they don't have fuzes.

"As the ammunition remain unusable without fuzes, only 17 per cent o
f scarcely available ammunition would be gainfully utilized for operational requirements."

As tensions remain high with China over the stand-off in Doklam, the army faces a shortfall of 40 per cent of types ammunition to fight a 10-day long war, as per the stockholding in September 2016. This was brought out in the Compliance Report of the Comptroller and Auditor General (CAG) which was placed before the parliament on Friday. Stockholding of ammunition which is less than that needed for 10 days of warfighting is considered ‘critical’ and an area of high concern. As of March 2013, 50% of types of ammunition (85 out of 170 types) available was for less than 10 days of warfighting. As of September 2016, 40%, i.e., 61 out of total 152 types of ammunition was still in critical level, the CAG report pointed out.

More alarmingly, there is a deficiency of 83% in the stock of fuzes for the artillery ammunition. Fuze is considered to be the brain of the artillery ammunition which is fitted to the shell just before assembly/ firing. This means that 83% of the high caliber artillery ammunition held with the army cannot be used in an operation.

As per extant government orders, the army is supposed to hold stocks of ammunition for 40 days of intense war fighting. The CAG report shows that as of September 2016, there were enough stocks for only 20%, that 31 out of 152 types of ammunition for a 40-day long war.

In 1999, the Army had introduced the concept of Minimum Acceptable Risk Level (MARL), a bottom line requirement of 20 days of warfighting. This is considered as the minimum inescapable requirement of the ammunition to be maintained at all times to meet operational preparedness. As per the CAG report, the stockholding of 55% types of ammunition (83 out of 152) was below the MARL in September 2016. Nearly 67-72% of high calibre AFV and Arty ammunition, as per the stocks held during March 2014 to September 2016, was below the MARL, the CAG pointed out.

Sources in the army said that following the terror strike at Uri, the ministry had taken a review of the state of ammunition. It had then delegated enhanced financial powers to The Vice-Chief of Army Staff (VCOAS) to fast track the procurement in emergency cases, to bring the stocks of all ammunition up to levels needed for 10 days of warfighting. Contracts worth Rs 11,000 crore for 11 types of ammunition were signed between September 2016 and March 2017.

Earlier this month, the ministry further delegated full financial powers to the VCOAS to procure 46 types of ammunition and 10 types of spares of weapon platforms, required to make up stocks for 10 days of warfighting. Estimated to cost around Rs 40,000 crore, the powers are contingent on the budgetary support available.

Unless the government makes additional allotment for the revenue procurement of the army in the current financial year, it is unlikely to make the full procurement soon. While discussing the budget, the army had told the parliamentary standing committee on defence in March that around Rs. 14000 crore were additionally needed for the regular revenue procurement of the army. “’The current allocation of Budget had an adverse impact on the morale and I only hope that we get our dues so that the national security is not compromised,” the army was quoted saying in the 29th report of the standing committee on defence.

In Indian defence circles, the reality is much different.
Ponder this fact. During kargil which went on for weeks, India did not face shortage of any ammo. Now we are much better placed.

I won't reveal more facts but the more connected defence people here obviously know the reality ;)

I don't understand why people don't notice that CAG report is dated till sep,16 and that's been done deliberately. Public is behaving like kids so as our neighbours.
 
I have to admit these communist folks, especially in Asia, have showed their mettle in wars stretched over long periods of time. Even when under overwhelming attack with immense fire power they didn't fail to regroup with efficient logistic trails. Difficult to fight against such enemies with so much perseverence, focus and tenacity...
