They are, my wife's citizenship was held up because she told an immigrant official that she cannot speak to her in the manner she was addressing. When her application went beyond the 18 month mark, we complained and insinuated that the IRCC official was engaging in reverse racism as my wife is mixed and the official was black. They suggested that it's always better to raise your concern at the point it happens, but she got her notice to appear for the Oath within 3 weeks.
