Pakol hat dates from Indus valley civilization?

IVC figurine has been declared as wearing pakol hat
similar hat from jiroft culture
Male figurines, in contrast, are shorter (mainly
because of their different head-gear) (Pls. 16 and
others).
They wear a cylinder-like hat similar to the
contemporary pacol of the Pathans, with hair falling
onto the shoulders to cover the ears (Jarrige et al.,
1995: Fig. 1.20f; Fig. 3.6d, f; Fig. 11.24a, all from
Mehrgarh period VII; Tokio Metropolitan Museum,
2000: 34-35.73, .77, Fig. 81).
The male figurines of the central group wear a
kind of choker, with round elements in low relief in
form of beads. This ornament is contained within a
strip or lace-like element. Flanked by two pellets,
perhaps to indicate nipples,
this latter ornament closes
below the choker almost like a short tie. Flanked
by two pellets in relief, possibly the nipples, this ornament
strangely resembles a peniis
