Oh, right, well, yes they can carry them sure, just, not in the way you're thinking. These subs wouldnt be for such a role, we have midget subs for that

Carrying special forces like that is usually the job of midget submarines as you showed in the pictures, larger submarines aren’t usually used for transporting soldiers or commandoes but they can be if needed.

Pakistan has midget submarines which it uses specifically for this task.

May be i am wrong, what i remember i read someplace that a crew member from SUB can go out from Torpedo tube for special mission.
but i am not sure.
