Rwandan President Paul Kagame has questioned the effectiveness of the United Nations peacekeeping mission in the Democratic Republic of Congo DRC known as MONUSCO Kagame comments highlight the long standing presence of UN peacekeepers in the DRC, which has spanned nearly 24 years with a significant deployment of around 17000 to 18000 personnel from various countries the total expenditure on this mission over two decades is estimated to be close to $40 billion.

MONUSCO was established in 1999 under the name MONUC and was later renamed in 2010 to reflect its expanded mandate to include stabilization efforts the primary objectives of mission are to protect civilians support the disarmament, demobilization and reintegration DDR of former combatants and assist the Congolese government in its peace and stabilization efforts, despite these goals the mission has faced criticism for its inability to effectively address the ongoing conflicts in eastern DRC, particularly those involving the M23 rebel group.

Kagame mistrust of the UN mission is rooted in his belief that it is ineffectual at settling disputes and bringing stability to the area, he has noted that the situation in the eastern Democratic Republic of the Congo is still unstable despite significant financial investment and the widespread deployment of peacekeepers concerns in the region on the impact of the mission and whether it has become a permanent fixture without a clear exit strategy are reflected in remarks by Kagame.

The difficulties MONUSCO is facing have been brought to light by the recent increase in violence in the eastern DRC, especially in the area of Goma, the M23 rebels, who are alleged to have received assistance from Rwanda, have advanced significantly, seizing strategic locations and forcing thousands of civilians to flee their homes, despite their responsibility to protect people and assist the Congolese military, the UN peacekeepers have come under fire for their failure to stop these advances.

The situation in the Democratic Republic of the Congo has caused division within the international community, some nations, like as South Africa, have denounced Rwanda purported assistance for the M23 rebels and demanded a peaceful conclusion, Rwanda refutes these claims, charging its detractors with hypocrisy and neglecting to address the conflict underlying roots, in recognition of the ongoing bloodshed and the necessity of sustained international engagement, the UN Security Council has extended MONUSCO mandate until December 2025.

The role of MONUSCO will continue to be scrutinized while the fighting in the eastern Democratic Republic of the Congo continues, there is pressure on the mission to show that it is successful in defending civilians and advancing peace initiatives, the UN and the Congolese government are developing a plan for the troops phased departure, but the changing nature of the fighting makes this process more difficult, Kagame remarks highlight the necessity of reassessing the mission goals and tactics to make sure it can make significant strides toward regional stabilization.
