Russian Sukhoi Su -24 with the newest jamming complex paralyzed in the Black Sea the most modern American combat management system “Aegis” installed on the destroyer “USS Donald Cook”. Pavel Zolotarev, Deputy Director, Institute of USA and Canada, shares details about this version which is being actively discussed in the Russian media and by bloggers.
US destroyer “Donald Cook” with cruise missiles “Tomahawk” entered the neutral waters of the Black Sea on April 10. The purpose was a demonstration of force and intimidation in connection with the position of Russia in Ukraine and Crimea. The appearance of American warships in these waters is in contradiction of the Montreux Convention about the nature and duration of stay in the Black Sea by the military ships of countries not washed by this sea.

In response, Russia sent an unarmed bomber Su- 24 to fly around the U.S. destroyer. However, experts say that this plane was equipped with the latest Russian electronic warfare complex. According to this version, “Aegis” spotted from afar the approaching aircraft, and sounded alarm. Everything went normally, American radars calculated the speed of the approaching target. And suddenly all the screens went blank. “Aegis” was not working any more, and the rockets could not get target information. Meanwhile, Su-24 flew over the deck of the destroyer, did battle turn and simulated missile attack on the target. Then it turned and repeated the maneuver. And did so 12 times.

Apparently, all efforts to revive the “Aegis” and provide target information for the defence failed. Russia’s reaction to military pressure from the United States was profoundly calm, feels the Russian political scientist Pavel Zolotarev:

The demonstration was original enough. A bomber without any weapons, but having onboard equipment for jamming enemy radar, worked against a destroyer equipped with “Aegis”, the most modern system of air and missile defence. But this system of mobile location, in this case the ship, has a significant drawback. That is, the target tracking capabilities. They work well when there is a number of these ships which can coordinate with each other somehow. In this case there was just one destroyer. And, apparently, the algorithm of the radar in the “Aegis” system on the destroyer did not load under the influence of jamming by the Su-24. It was therefore not only a nervous reaction to the fact of flying around by the Russin bomber which was common practice during the Cold War. The reaction of the Americans was due to the fact that most modern system, especially its informative or radar part, did not work adequately. Therefore, there was such a nervous reaction to the whole episode.

After the incident, the foreign media reported that “Donald Cook” was rushed into a port in Romania. There all the 27 members of the crew filed a letter of resignation. It seems that all 27 people have written that they are not going to risk their lives. This is indirectly confirmed by the Pentagon statement according to which the action demoralized the crew of the American ship.

What are the possible consequences of the incident provoked by the U.S. in the Black Sea? Pavel Zolotarev forecasts:

I think that Americans are somehow going to reflect on improving the system “Aegis”. This is a purely military aspect. In political terms, there is hardly any likelihood of demonstrative steps by either side. That is enough. Meanwhile, for Americans it is a very unpleasant moment. In general, the missile defence system which they deploy involves huge expenditures. They have to prove each time that it is necessary to allocate funds from the budget. At the same time, the ground component of the ABM was tested in ideal conditions and showed a low efficiency. This fact is concealed by the Pentagon. The most modern component, the sea-based system “Aegis” also showed its shortcomings in the present case.

The system with which the Russian Su-24 shocked the American destroyer “Donald Cook” has the code name “Khibiny”. This is the name of the mountain range on the Kola Peninsula in the Arctic Circle. “Khibiny” is the newest complex for radioelectronic jamming of the enemy. They will be installed on all the advanced Russian planes .

Recently the complex has undergone regular testing exercises on the ground in Buryatia. Apparently, the tests which were conducted under conditions as close to real as possible, were successful.

if true, us navy will be sitting duck, for ruskies.... but i don't believe, i think this has more to do with amdr the successor of aegis. But then again if aegis... failed combine with carrier killer of china... us naval supremacy is in total jeopardy.

This same story involved where 27 crew members gave up after being scared by the Russian aircraft?:-)

Old story. This happens months ago when the Ukraine crisis started.

How did they know it paralyzed Aegis? Hint: They don't

As @Oldman1 said, this is the same story where they said 27 sailors who got scared and refused to be on the ship then got off in Romania. No sailors got off.

If anything the U.S. got to examine the latest Russian Jamming device.

Sorry but this reeks of propaganda, especially coming from a Russian website.

Yep, the report from the Russian side is unapologetic BS. Let's look at a couple of their claims.

1. they claim all 27 members of the crew resigned. The USS Donald Cook has a crew compliment of nearly 250 and none of the crew has resigned. This claim is BS.

The typical crew is 33 Officers, 38 Chief Petty Officers and 210 Enlisted Personnel - or in other terms... more then 27!!!

2. they claim that the Aegis system was jammed. How do they know? As you said the short answer is they don't. They can't see our computer screens or any other metric that would allow them to know. How do they know the algorithm didn't load??? Here's another hint for those not familiar with the Aegis system and Spy-1 radar. It puts out so much energy that not only is it virtually jam-proof, but it easily detects stealth aircraft too. Again we are dealing with a BS claim.

This one's my favorite, " suddenly all the screens went blank", how the hell would the Russians know that?!?!?!? Did they suddenly invent X-ray vision and can see the interior of our ships and spy on our computer systems (my job in EMSEC dealt with spying on electronic signals without needing access to the system, but ships are shielded from compromising emanations and I helped to make sure of it)?!?

In short, the report is not only old, but it's straight BS.

oh dear, same story about frying the aegis system and tens of simulated bombing runs across a crippled USS donald cook ? :omghaha:

no US ship has ever approached Russian territorial waters again

Another US military ship is set to be deployed in the Black Sea amid the Ukrainian crisis. The US Navy destroyer Donald Cook will join the USS Truxtun, whose stay in waters bordering Russia was extended to ‘conduct drills’ with Romania and Bulgaria.

“Of course, the battleship is not going to enter Russian territorial waters, but it carries ABM defense systems, and all Ukrainian and Western media will fuss about the Donald Cook destroyer demonstrating to Russia the US military presence in the Black Sea,” an unspecified source in Russia's Defense Ministry told RIA news agency.
“The presence of this ship in the Black Sea is only needed to show that they have not abandoned their intention to deploy sea-based ABM defense systems," Russian MP Mikhail Nenashev told RIA.

US missile cruiser enters Black Sea again ‘to promote peace’
Published time: August 07, 2014 07:00

US missile cruiser Vella Gulf has entered the Black Sea in what the American Navy described as a move to "to promote peace and stability in the region." Moscow has considered any such acts as “offensive.”

It’s not the first time this year that Vella Gulf is sent on a mission in the Black Sea. It was moored in the port of Constanta, Romania from late May till mid-June.

In July, the US missile cruiser spent a week in the Black Sea, joining six other vessels for NATO’s naval drills.
The vessel can’t stay in the area for long and has to come and go instead, as the Montreux Convention, a US-authorized treaty from 1936, bars outside countries from keeping warships in the Black Sea for more than 21 days.

Despite the limits set by the convention, NATO has managed to increase its presence in the region in the wake of the Ukrainian crisis by constantly rotating warships there.

Defensive systems in legacy and production Flankers include a Radar Warning Receiver, mostly variants of the SPO-32 / L150 Pastel digital receiver carried. The latest subtypes like the Su-35BM/Su-35-1 carry the KNIRTI L175M Khibiny M Radio Frequency Surveillance (RFS = ESM/RHAW) system, initially developed for the Su-34 Fullback. The Khibiny M is believed to use a channelised receiver and most likely employs a wideband dual baseline interferometer in the forward sector, to permit passive targeting of Kh-31P and R-27P/R-77P variants in defence suppression and air combat roles.
Newer Flankers carry the podded wingtip mounted KNIRTI SPS-171 / L005S Sorbtsiya-S mid/high band defensive jammer (ECM), this system being an evolution of a jammer developed for the Backfire C. The Sorbtsiya-S, unlike most Western jamming pods, is designed to operate in pairs and uses forward and aft looking steerable wideband phased arrays to maximise jamming effect, a similar arrangement to the Eurofighter Typhoon EWSP package. It is worth observing that the Sorbtsiya is clearly built to provide cross-eye jamming modes against monopulse threats, and the wideband mainlobe steering capability provided by the phased array permits best possible utilisation of available jamming power. A graded dielectric lens is employed. Russian contractors have been recently using Digital RF Memory (DRFM) technology, which is of the same generation as the US IDECM EWSP, and competing Israeli systems.
The most recent defensive jamming equipment to be offered on Flanker variants is the new KNIRTI SAP-518 wingtip jamming pod, displayed at MAKS 2009. Concurrently KNIRTI displayed a high power support jamming pod, the SAP-14, intended for centreline carriage on a large pylon. To date little has been disclosed on these pod designs, which are likely to retain the wideband phased array / lens antenna system first used on the Sorbstiya.

The Khibiny jammer is fairly new.
The Khibiny jammer is a high power jammer. KNIRTI Khibiny M Electronic Warfare Self Protection suite including the L175V jammer, an infrared MAWS system of undisclosed type, a threat warning and RF surveillance receiver of an unspecified type, and countermeasures dispensers.

designed as a fast support jammer for escort and standoff jamming. The podded L175V / KS418 high power jammer is being developed for this purpose, it being an analogue to the US ALQ-99 jamming pods on the EA-6B and EF-18G. The KS418 is believed to be related closely to the TsNIRTI MSP-418K support jamming pod, claimed to be designed around a DRFM (Digital RF Memory) jamming techniques generator.

The Su-35BM is slated to get the same Jammer system, well almost the same;

"The Su-35BM is also to receive a totally new self-protection system. It was developed by KNIRTI (Zhukov near Kaluga, Russia) and is designated the L-175M Khibiny-M. It has an integrated electronic-support-measures system of high accuracy, a separate display in the cockpit, a digital processor, and an integrated active radio-frequency jammer with pods on the wingtips."
