Baltic fleet. Based at Kaliningrad (formerly a German city called Königsberg).

what? No it certainly does not

USN has 7 fleets

2nd fleet Western North Atlantic Ocean
3rd fleet Eastern Pacific Ocean
4th fleet Southern Atlantic Ocean
5th fleet Mediterranean Sea & Persian Gulf
6th fleet Eastern North Atlantic Ocean
7th fleet Western Pacific Ocean & Indian Ocean
and 10th fleet Fleet Cyber Command

Russian naval strength is too diluted for power projection. The Black Sea, Baltic fleets can easily be bottled up.

Getting out of Baltic Sea is tricky. Ask the Germans in World War 2

Germany was run by a mad dog hell bent on conquering the world. Russia isn't like that. So whoever blocks Russia's access in international water means war with the world's biggest country and I'm sure they don't want that.
