That's untrue. Hypersonic weapons have different trajectory among many other things. There is no terminal stage also if you design them for a specific purpose. 1000 KM distance is not that much. You'd have to get VERY close and deal with a lot of sensors and Aegis / anti-missile and submarine warfare systems. Russia has a habit of developing longer range weapons. Why hide or show reduced range of this system?

Zircon is mainly antiship missile, 1000 km is quite good range. One of the main advantage of Zircon it can be launched from all ships and submarines wich currently armed with P-800 Onyx or Calibre missiles. There will be bigger hypersonic cruise missiles with longer range for bombers I suppose.
