Russia pulls out nuclear experts from Iran

VIENNA, March 20 (Xinhua) -- Russia is pulling out many technicians, engineers and other specialists from the Iranian nuclear reactor plant Bushehr, Austria Press Agency (APA) reported Tuesday.

The move would help the UN to adopt harsher sanctions on Iran, which had refused to stop its uranium enrichment last month before the IAEA report was released, the report said.

Many Russian experts had reportedly left to Moscow as recently as last week, and this move was believed to be associated with the final disagreement between Russia and Iran on financial issues.

Sergei Novikov, a spokesman for the Russia's Federal Nuclear Power Agency Rosatom, confirmed the issue, saying the reason was Iranian payment delays.

Russia on Tuesday denied U.S. press reports that it had threatened to withhold nuclear fuel for Iran's Bushehr nuclear plant if Tehran fails to meet UN demands to suspend uranium enrichment.

"I can tell you that the report is not accurate, that there has been no Russian ultimatum to Iran of any kind," Russian Ambassador to the UN, Vitaly Churkin, told reporters.

"We continue to regard the Bushehr project as something that is outside the scope" of the UN sanctions resolutions.

UNITED NATIONS, March 20 (Xinhua) -- Russian Ambassador Vitaly Churkin on Tuesday denied reports that Moscow had imposed an ultimatum on Iran over its nuclear program.

"Our deal with the Iranians is on track," Churkin said, in response to a report by The New York Times that Moscow has told Tehran that it would withhold fuel for Iran's Bushehr nuclear power plant unless Iran suspends its uranium enrichment program as demanded by the UN Security Council.

Russian Official-Bushehr Plant
An advisor to Russian Federal Atomic Energy Agency said due to financial and technical problems in building Bushehr Power Plant, the plant will be ready at least two months later than the previously scheduled date.


Igor Samokhovalev told IRNA Wednesday in spite of some financial and technical difficulties, the construction work on the plant is in progress.

Referring to negotiations between representatives of the plant contractor 'Atomstroyexport' and Iranian officials, Samokhovalev said, "the early March talks in Moscow had no results but the negotiations in Tehran were fruitful."
He said the talks would continue in Tehran or Moscow in coming weeks.

The Russian company 'Atomstroyexport' recently claimed that the Iranian side had not paid for the contract in the past three months but the officials of Iran's Atomic Energy Organization categorically rejected the allegation

Russia an unreliable partner: Iranian TV​
TEHRAN: Iranian state television on Tuesday described Russia as an “unreliable partner” following a bitter business dispute over delays in building the country’s first nuclear reactor.

In a commentary, state television criticised Russia for what it described as a policy of procrastination in constructing the Bushehr nuclear power plant in southern Iran. It said politics, not technical issues, were the reason behind the delay.

“Double standard stances by Russian officials regarding Iran’s nuclear issue shows that Russians are not a reliable partner in the field of nuclear cooperation,” the commentary said.

The nuclear reactor outside the southern city of Bushehr is not part of Iran’s dispute with the UN Security Council and the reactor itself has no potential military use.

Russia announced earlier this month that construction of the Bushehr nuclear power plant in southern Iran would be delayed at least two months because Iran had failed to make monthly payments since January. It said the delay could cause “irreversible” damage to the project.

Because of the delay, Russia also indefinitely postponed delivery of enriched uranium fuel it had promised to provide Iran in March. Iran has denied the Russian claims, saying it has fulfilled its financial obligations and even has paid Russia down payments. It warned it may make public banking documents that show the payments.

“It is clear that Russia has stopped construction of this plant under pressure and for political reasons,” the television said. While Iranian lawmakers and analysts have been critical of Moscow, it is the first time that state-run media publicly has called Russia an “unreliable partner.”

Despite the international pressure, Iran has indicated it wants to obtain technology to build and design nuclear plants.

“Iran is trying to join countries, within the next few years, possessing technology to build nuclear power plants,” the commentary said.

Iran is already building a 40-megawatt heavy water reactor in Arak, central Iran, based on domestic technology. It is also preparing to build a 360-megawatt nuclear power plant in Darkhovin, in south-western Iran.
