Russian President Vladimir Putin instructed his Cabinet of Ministers to prepare for potential repatriation of Western firms to Russia following a significant shift in diplomatic relations with United States. Action comes after high level talks between Saudi and Russian officials first direct talks between two nations since Russian full scale invasion of Ukraine in 2022. Putin underlined the necessity of regulatory measures to guarantee that Russian businesses keep a competitive advantage over returning Western businesses. In reaction to the economic sanctions imposed by Western nations he proposed that these systems would offer specific benefits to domestic companies.

Choosing to welcome back Western businesses are a reflection of Russia's larger plan to revive its economy which has been severely hampered by international sanctions and the exodus of hundreds of foreign businesses. Nearly 475 foreign businesses have completely left the Russian market since the invasion of Ukraine while another 1360 have scaled back their operations.
